Agricultural-related materials, including orchard trees, vineyard, grain or\n crop residues, including straws, aquatic plants and agricultural processed\n co-products and waste products, including fats, oils, greases, whey, and\n lactose;\n\n 3. Animal waste, including manure and slaughterhouse and other processing\n waste;\n\n 4. Solid woody waste materials, including landscape trimmings, waste pallets,\n crates and manufacturing, construction, and demolition wood wastes, excluding\n pressure-treated, chemically treated or painted wood wastes and wood\n contaminated with plastic;\n\n 5. Crops and trees planted for the purpose of being used to produce energy;\n\n 6. Landfill gas, wastewater treatment gas, and biosolids, including organic\n waste byproducts generated during the wastewater treatment process; and\n\n 7. Municipal solid waste, excluding tires and medical and hazardous waste.\n \t\t\t\t“Expedited process” means a process that (i) requires the\n applicant to pay fees to the Commonwealth in connection with the issuance and\n processing of the permit application that do not exceed $50 and (ii) has a\n duration, from receipt of a complete permit application until final action by\n the Department on the application, not longer than 60 days.\n \t\t\t\t“Qualified energy generator” means a commercial facility\n located in the Commonwealth with the capacity annually to generate no more\n than five megawatts of electricity, or produce the equivalent amount of energy\n in the form of fuel, steam, or other energy product, that is generated or\n produced from biomass, and that is sold to an unrelated person or used in a\n manufacturing process.\n\nB. The Department shall develop an expedited process for issuing any permit that\nit is required to issue for the construction or operation of a qualified energy\ngenerator.
