Such incorporation by the Department shall be exempt from the provisions of the Virginia Administrative Process Act (&#xA7; 2.2-4000 et seq.).B\n\nThe Director is hereby authorized to establish, implement, and manage an auction program to sell allowances into a market-based trading program consistent with the RGGI program and this article.
