means any party, organization, or group having as its purpose the promotion of <span class=\"dictionary\">political candidates<\/span> or <span class=\"dictionary\">political campaigns<\/span>. <a id=\"paragraph-306607\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/15.2-1512.2\/#A\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B\"><p><span class=\"prefix-number\">B.<\/span> Notwithstanding any contrary provision of <span class=\"dictionary\">law<\/span>, general or special, no <span class=\"dictionary\">locality<\/span> shall prohibit an employee of the <span class=\"dictionary\">locality<\/span>, including <span class=\"dictionary\">firefighters<\/span>, <span class=\"dictionary\">emergency medical services personnel<\/span>, or <span class=\"dictionary\"><span class=\"dictionary\">law<\/span>-enforcement officers<\/span> within its employment, or deputies, appointees, and employees of local <span class=\"dictionary\">constitutional officers<\/span> as defined in &#xA7; <a class=\"law\" title=\"Counties and cities required to elect certain officers; qualifications of attorney for the Commonwealth; duties and compensation of officers; vacancies, certain counties and cities excepted; officer&#039;s powers not to be diminished\" href=\"\/15.2-1600\/\">15.2-1600<\/a>, from participating in political activities while these employees are off duty, out of uniform and not on the premises of their employment with the <span class=\"dictionary\">locality<\/span>. <a id=\"paragraph-306608\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/15.2-1512.2\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C\"><p><span class=\"prefix-number\">C.<\/span> For purposes of this section, the term &#8220;political activities&#8221; includes, but is not limited to, voting; registering to vote; soliciting votes or endorsements on behalf of a <span class=\"dictionary\">political candidate<\/span> or <span class=\"dictionary\">political campaign<\/span>; expressing <span class=\"dictionary\">opinions<\/span>, privately or publicly, on political subjects and candidates; displaying a political picture, sign, sticker, badge, or button; participating in the activities of, or contributing financially to, a <span class=\"dictionary\">political party<\/span>, candidate, or campaign or an organization that supports a <span class=\"dictionary\">political candidate<\/span> or campaign; attending or participating in a political convention, caucus, rally, or other political gathering; initiating, circulating, or signing a political <span class=\"dictionary\">petition<\/span>; engaging in fund-raising activities for any <span class=\"dictionary\">political party<\/span>, candidate, or campaign; acting as a recorder, watcher, challenger, or similar officer at the polls on behalf of a <span class=\"dictionary\">political party<\/span>, candidate, or campaign; or becoming a <span class=\"dictionary\">political candidate<\/span>. <a id=\"paragraph-306609\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/15.2-1512.2\/#C\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D\"><p><span class=\"prefix-number\">D.<\/span> Employees of a <span class=\"dictionary\">locality<\/span>, including <span class=\"dictionary\">firefighters<\/span>, <span class=\"dictionary\">emergency medical services personnel<\/span>, <span class=\"dictionary\"><span class=\"dictionary\">law<\/span>-enforcement officers<\/span>, and other employees specified in subsection B are prohibited from using their official authority to coerce or attempt to coerce a subordinate employee to pay, lend, or contribute anything of value to a <span class=\"dictionary\">political party<\/span>, candidate, or campaign, or to discriminate against any employee or applicant for employment because of that person&#8217;s political affiliations or political activities, except as such affiliation or activity may be established by <span class=\"dictionary\">law<\/span> as disqualification for employment. <a id=\"paragraph-306610\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/15.2-1512.2\/#D\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"E\"><p><span class=\"prefix-number\">E.<\/span> Employees of a <span class=\"dictionary\">locality<\/span>, including <span class=\"dictionary\">firefighters<\/span>, <span class=\"dictionary\">emergency medical services personnel<\/span>, <span class=\"dictionary\"><span class=\"dictionary\">law<\/span>-enforcement officers<\/span>, and other employees specified in subsection B are prohibited from discriminating in the provision of public services, including but not limited to firefighting, emergency medical, and <span class=\"dictionary\">law<\/span>-enforcement services, or responding to requests for such services, on the basis of the political affiliations or political activities of the person or organization for which such services are provided or requested. <a id=\"paragraph-306611\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/15.2-1512.2\/#E\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F\"><p><span class=\"prefix-number\">F.<\/span> Employees of a <span class=\"dictionary\">locality<\/span>, including <span class=\"dictionary\">firefighters<\/span>, <span class=\"dictionary\">emergency medical services personnel<\/span>, <span class=\"dictionary\"><span class=\"dictionary\">law<\/span>-enforcement officers<\/span>, and other employees specified in subsection B are prohibited from suggesting or implying that a <span class=\"dictionary\">locality<\/span> has officially endorsed a <span class=\"dictionary\">political party<\/span>, candidate, or campaign. <a id=\"paragraph-306612\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/15.2-1512.2\/#F\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nPOLITICAL ACTIVITIES OF EMPLOYEES OF LOCALITIES, FIREFIGHTERS, EMERGENCY MEDICAL\nSERVICES PERSONNEL, AND LAW-ENFORCEMENT OFFICERS AND CERTAIN OTHER OFFICERS AND\nEMPLOYEES (\u00a7 15.2-1512.2)\n\nA. Emergency medical\nservices personnel may also provide fire protection services and assist in the\nenforcement of the fire prevention code.\n\t\t\t&#8220;Firefighter&#8221; means any person who is employed within the fire\ndepartment or public safety department of a locality whose primary\nresponsibility is the prevention or extinguishment of fires, the protection of\nlife and property, or the enforcement of local or state fire prevention codes or\nlaws pertaining to the prevention or control of fires.\n\t\t\t&#8220;Law-enforcement officer&#8221; means any person who is employed within\nthe police department, bureau, or force of any locality, including the\nsheriff&#8217;s department of any city or county, and who is authorized by law\nto make arrests.\n\t\t\t&#8220;Locality&#8221; means counties, cities, towns, authorities, or special\ndistricts.\n\t\t\t&#8220;Political campaign&#8221; means activities engaged in for the purpose\nof promoting a political issue, for influencing the outcome of an election for\nlocal or state office, or for influencing the outcome of a referendum or special\nelection.\n\t\t\t&#8220;Political candidate&#8221; means any person who has made known his or\nher intention to seek, or campaign for, local or state office in a general,\nprimary, or special election.\n\t\t\t&#8220;Political party&#8221; means any party, organization, or group having\nas its purpose the promotion of political candidates or political campaigns.\n\nB.
