Any locality may empower the chief law-enforcement officer to regulate,\nrestrict, or prohibit any assembly of persons or the movement of persons or\nvehicles if there exists an imminent threat of any civil commotion or\ndisturbance in the nature of a riot which constitutes a clear and present\ndanger. In such circumstances the governing body may convene immediately in a\nspecial meeting and enact an emergency ordinance or ordinances for such\npurposes, notwithstanding any contrary provisions in any charter or under the\ngeneral law.\n\nB. Any such action may include a curfew issued by the chief law-enforcement\nofficer, but in cities, such action shall be in concurrence with the city\nmanager and the mayor. Such curfew shall include the following elements:\n\n   1. Shall specify the hours of the curfew and the geographic area to which the\n   curfew applies.\n\n   2. Shall contain exceptions for:\n   \t\t\t\ta. Any person traveling to or from home, work, or a place of worship;\n   \t\t\t\tb. Medical personnel;\n   \t\t\t\tc. Members of the press;\n   \t\t\t\td. Federal, state, and local employees and volunteers engaged in official\n   business, including emergency response;\n   \t\t\t\te. Military personnel, including but not limited to National Guard troops;\n   \t\t\t\tf. Travel to or from public meetings of the local governing body;\n   \t\t\t\tg. Persons seeking emergency services or fleeing any emergency or danger\n   or acting to save other persons from an emergency or danger; and\n   \t\t\t\th. Persons who are incapacitated or who are seeking medical care for\n   themselves or others.\n   \t\t\t\tThe action authorizing the curfew shall provide for reasonable efforts to\n   inform the public in advance of the curfew, which shall be valid for no more\n   than 24 hours.
