The Department shall make an appropriate reduction in the appropriation and maximum employment level of any state agency or institution in the executive branch of government that reports involuntary separations from employment with the Commonwealth due to budget reductions, agency reorganizations, or workforce down-sizings, or voluntary separations from employment with the Commonwealth as provided in the second and third enactments of the act of the General Assembly creating the Workforce Transition Act of 1995 (§ 2.2-3200). This law was first created in 1976. The record of its establishment is cataloged in chapter 760 of that year\u2019s edition of \u201cActs of Assembly,\u201d the annual state publication listing all changes made to the Code of Virginia in that year. Unfortunately, the 1976 \u201cActs\u201d aren\u2019t available online. It has been modified 12 times. The budget shall include reports,\nor summaries thereof, provided by agencies of the Commonwealth pursuant to\nsubsection E of § 2.2-603.\n\n4. Conduct of policy analysis and program evaluation for the Governor.\n\n5. Continuous review of the activities of state government focusing on budget\nrequirements in the context of the goals and objectives determined by the\nGovernor and the General Assembly and monitoring the progress of agencies in\nachieving goals and objectives.\n\n6. Operation of a system of budgetary execution to ensure that agency activities\nare conducted within fund limitations provided in the appropriation act and in\naccordance with gubernatorial and legislative intent. The Department shall make\nan appropriate reduction in the appropriation and maximum employment level of\nany state agency or institution in the executive branch of government that\nreports involuntary separations from employment with the Commonwealth due to\nbudget reductions, agency reorganizations, or workforce down-sizings, or\nvoluntary separations from employment with the Commonwealth as provided in the\nsecond and third enactments of the act of the General Assembly creating the\nWorkforce Transition Act of 1995 (§ 2.2-3200). In the event an agency\nreduces its workforce through privatization of certain functions, the funds\nassociated with such functions shall remain with the agency to the extent of the\nsavings resulting from the privatization of such functions.\n\n7. Development and operation of a system of standardized reports of program and\nfinancial performance for management.\n\n8. Coordination of statistical data by reviewing, analyzing, monitoring, and\nevaluating statistical data developed and used by state agencies and by\nreceiving statistical data from outside sources, such as research institutes and\nthe federal government.\n\n9. Assessment of the impact of federal funds on state government by reviewing,\nanalyzing, monitoring, and evaluating the federal budget, as well as\nsolicitations, applications, and awards for federal financial aid programs on\nbehalf of state agencies.\n\n10. Review and verify the accuracy of agency estimates of receipts from\ndonations, gifts or other nongeneral fund revenue.\n\n11. Development, coordination and implementation of a performance management\nsystem involving strategic planning, performance measurement, evaluation, and\nperformance budgeting within state government. The Department shall ensure that\ninformation generated from these processes is useful for managing and improving\nthe efficiency and effectiveness of state government operations, and is\navailable to citizens and public officials. The Department shall submit annually\non or before the second Tuesday in January to the Chairman of the House\nCommittee on Appropriations and the Chairman of the Senate Committee on Finance\nand Appropriations a report that sets forth state agencies’ strategic\nplanning information and performance measurement results pursuant to this\nsubdivision for the immediately preceding fiscal year.\n\n12. Development, implementation and management of an Internet-based information\ntechnology system to ensure that citizens have access to performance\ninformation.\n\n13. Development, implementation and management of an Internet-based information\ntechnology system to ensure that citizens have access to meeting minutes and\ninformation pertaining to the development of regulatory policies.\n\n14.
