full-time duty in the Armed Forces of the United States, or a reserve component thereof, including the National Guard.\n\t\t“Commissioner” means the Commissioner of the Department of Veterans Services appointed pursuant to \u00a7 2.2-2000.\n\t\t“Department” means the Department of Veterans Services established pursuant to \u00a7 2.2-2000.\n\t\t“Service-connected” means, with respect to disability, that such disability was incurred or aggravated in the line of duty in the active military, naval, or air service.\n\t\t“Service disabled veteran” means a veteran who (i) served in the active
