<a id=\"paragraph-294920\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"4\"><p><span class=\"prefix-number\">4.<\/span> Fix, alter, charge and collect rates, rentals, fees, and other charges for the use of property of, the sale of products of, or services rendered by the <span class=\"dictionary\">Authority<\/span> at rates to be determined by it for the purpose of providing for the payment of the expenses of the <span class=\"dictionary\">Authority<\/span>; <a id=\"paragraph-294921\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#4\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"5\"><p><span class=\"prefix-number\">5.<\/span> Make and enter into all <span class=\"dictionary\">contracts<\/span> and agreements necessary or incidental to the performance of its duties, the furtherance of its purposes, and the execution of its powers under this article, including agreements with any person or <span class=\"dictionary\">federal agency<\/span>; <a id=\"paragraph-294922\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#5\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"6\"><p><span class=\"prefix-number\">6.<\/span> Employ, at its discretion, consultants, researchers, attorneys, architects, engineers, accountants, financial experts, investment bankers, superintendents, managers, and such other employees and agents as may be necessary, and to fix their compensation to be payable from funds made available to the <span class=\"dictionary\">Authority<\/span>. The <span class=\"dictionary\">Authority<\/span> may hire employees within and without the <span class=\"dictionary\">Commonwealth<\/span> and the United <span class=\"dictionary\">States<\/span> without regard to whether such employees are citizens of the <span class=\"dictionary\">Commonwealth<\/span>. Legal services for the <span class=\"dictionary\">Authority<\/span> shall be provided by the <span class=\"dictionary\">Attorney General<\/span> in accordance with Chapter 5 (&#xA7; <a class=\"law\" title=\"Attorney General to be chief executive officer; duties generally\" href=\"\/2.2-500\/\">2.2-500<\/a> et seq.); <a id=\"paragraph-294923\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#6\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"7\"><p><span class=\"prefix-number\">7.<\/span> Receive and accept from any federal or private agency, foundation, corporation, association or person, grants or other aid to be expended in accomplishing the objectives of the <span class=\"dictionary\">Authority<\/span>, and receive and accept from the <span class=\"dictionary\">Commonwealth<\/span> or any <span class=\"dictionary\">state<\/span>, and any municipality, county or other political subdivision thereof or from any other source, aid or contributions of either money, property, or other things of value, to be held, used, and applied only for the purposes for which such grants and contributions may be made. All federal moneys accepted under this section shall be accepted and expended by the <span class=\"dictionary\">Authority<\/span> upon such terms and conditions as are prescribed by the United <span class=\"dictionary\">States<\/span> and as are consistent with <span class=\"dictionary\">state<\/span> <span class=\"dictionary\">law<\/span>; and all <span class=\"dictionary\">state<\/span> moneys accepted under this section shall be expended by the <span class=\"dictionary\">Authority<\/span> upon such terms and conditions as are prescribed by the <span class=\"dictionary\">Commonwealth<\/span>; <a id=\"paragraph-294924\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#7\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"8\"><p><span class=\"prefix-number\">8.<\/span> Render advice and assistance and to provide services to <span class=\"dictionary\">state<\/span> agencies, local and regional economic development entities, private firms, and other persons providing services or facilities for economic development in Virginia; <a id=\"paragraph-294925\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"9\"><p><span class=\"prefix-number\">9.<\/span> Develop, undertake, and provide programs, alone or in conjunction with any person, for economic research, industrial development research, and all other research that might lead to improvements in economic development in Virginia; <a id=\"paragraph-294926\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"10\"><p><span class=\"prefix-number\">10.<\/span> Adopt, alter, and repeal bylaws, rules, and regulations governing the manner in which its business shall be transacted and the manner in which the powers of the <span class=\"dictionary\">Authority<\/span> shall be exercised and its duties performed; <a id=\"paragraph-294927\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"11\"><p><span class=\"prefix-number\">11.<\/span> Do all acts and things necessary or convenient to carry out the powers granted to it by <span class=\"dictionary\">law<\/span>, and perform any act or carry out any function not inconsistent with <span class=\"dictionary\">state<\/span> <span class=\"dictionary\">law<\/span> that may be useful in carrying out the provisions of this article; and <a id=\"paragraph-294928\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#11\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"12\"><p><span class=\"prefix-number\">12.<\/span> Administer any program established under the Virginia Jobs Investment Program described in &#xA7; <a class=\"law\" title=\"Definitions; Virginia Jobs Investment Program and Fund; composition; general qualifications\" href=\"\/2.2-2240.3\/\">2.2-2240.3<\/a>. <a id=\"paragraph-294929\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2237\/#12\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nPOWERS OF AUTHORITY (\u00a7 2.2-2237)\n\nThe Authority is granted all powers necessary or convenient for the carrying out\nof its statutory purposes, including, but not limited to, the power to:\n\n1. Sue and be sued, implead and be impleaded, complain and defend in all courts;\n\n2. Adopt, use, and alter at will a common seal;\n\n3.
