The Authority is charged with the following duties and responsibilities to:1\n\nSee that there are prepared and carried out effective economic development marketing and promotional programs;2\n\nMake available, in conjunction and cooperation with localities, chambers of commerce, industrial authorities, and other public and private groups, to prospective new businesses basic information and pertinent factors of interest and concern to such businesses;3\n\nFormulate, promulgate, and advance programs throughout the Commonwealth for encouraging the location of new businesses in the Commonwealth and the retention and growth of existing businesses;4\n\nEncourage and solicit private sector involvement, support, and funding for economic development in the Commonwealth;5\n\nEncourage the coordination of the economic development efforts of public institutions, regions, communities, and private industry and collect and maintain data on the development and utilization of economic development capabilities;6\n\nEstablish such offices within and without the Commonwealth that are necessary to the expansion and development of industries and trade;7\n\nEncourage the export of products and services from the Commonwealth to international markets;8\n\nAdvise, upon request, the State Board for Community Colleges in designating technical training programs in Virginia&#8217;s comprehensive community colleges for the Community College Incentive Scholarship Program pursuant to former &#xA7; 23-220.4;9\n\nOffer a program for the issuance of export documentation for companies located in Virginia exporting goods and services if no federal agency or other regulatory body or issuing entity will provide export documentation in a form deemed necessary for international commerce; and10\n\nEstablish an Office of Education and Labor Market Alignment (the Office) to coordinate data analysis on workforce and higher education alignment and translate data to partners. The Office shall provide a unified, consistent and impartial source of information or analysis for policy development and implementation related to education, the labor market, and workforce development. The Office shall partner with the State Council of Higher Education for Virginia, institutions of higher education, the Virginia Department of Education, the Virginia Employment Commission, the Virginia Growth and Opportunity Board, the Department of Workforce Development and Advancement, and other relevant entities to offer resources and expertise related to education, workforce development, and labor market alignment. The Office shall communicate relevant information in a clear and concise manner to enable policy and decision makers to navigate the complex connections between education, workforce development, and labor market alignment.B\n\nThe Authority may develop a site and building assessment program to identify and assess the Commonwealth&#8217;s industrial sites of at least 100 acres. The <span class=\"dictionary\">Authority<\/span> is charged with the following duties and responsibilities to: <a id=\"paragraph-288704\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> See that there are prepared and carried out effective economic development marketing and promotional programs; <a id=\"paragraph-288705\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Make available, in conjunction and cooperation with localities, <span class=\"dictionary\">chambers<\/span> of commerce, industrial authorities, and other public and private groups, to prospective new businesses basic information and pertinent factors of interest and concern to such businesses; <a id=\"paragraph-288706\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Formulate, promulgate, and advance programs throughout the <span class=\"dictionary\">Commonwealth<\/span> for encouraging the location of new businesses in the <span class=\"dictionary\">Commonwealth<\/span> and the retention and growth of existing businesses; <a id=\"paragraph-288707\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A4\" class=\"indent-1\"><p><span class=\"prefix-number\">4.<\/span> Encourage and solicit private sector involvement, support, and funding for economic development in the <span class=\"dictionary\">Commonwealth<\/span>; <a id=\"paragraph-288708\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A4\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A5\" class=\"indent-1\"><p><span class=\"prefix-number\">5.<\/span> Encourage the coordination of the economic development efforts of public institutions, regions, communities, and private industry and collect and maintain data on the development and utilization of economic development capabilities; <a id=\"paragraph-288709\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A5\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A6\" class=\"indent-1\"><p><span class=\"prefix-number\">6.<\/span> Establish such offices within and without the <span class=\"dictionary\">Commonwealth<\/span> that are necessary to the expansion and development of industries and trade; <a id=\"paragraph-288710\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A6\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A7\" class=\"indent-1\"><p><span class=\"prefix-number\">7.<\/span> Encourage the export of products and services from the <span class=\"dictionary\">Commonwealth<\/span> to international markets; <a id=\"paragraph-288711\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A7\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A8\" class=\"indent-1\"><p><span class=\"prefix-number\">8.<\/span> Advise, upon request, the <span class=\"dictionary\">State<\/span> <span class=\"dictionary\">Board<\/span> for Community Colleges in designating technical training programs in Virginia&#8217;s comprehensive community colleges for the Community College Incentive Scholarship Program pursuant to former &#xA7; 23-220.4; <a id=\"paragraph-288712\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A9\" class=\"indent-1\"><p><span class=\"prefix-number\">9.<\/span> Offer a program for the issuance of export documentation for companies located in Virginia exporting goods and services if no <span class=\"dictionary\">federal agency<\/span> or other regulatory body or issuing entity will provide export documentation in a form deemed necessary for international commerce; and <a id=\"paragraph-288713\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A10\" class=\"indent-1\"><p><span class=\"prefix-number\">10.<\/span> Establish an Office of Education and Labor Market Alignment (the Office) to coordinate data analysis on workforce and higher education alignment and translate data to partners. The Office shall provide a unified, consistent and impartial source of information or analysis for policy development and implementation related to education, the labor market, and workforce development. The Office shall partner with the <span class=\"dictionary\">State<\/span> Council of Higher Education for Virginia, institutions of higher education, the Virginia Department of Education, the Virginia Employment Commission, the Virginia Growth and Opportunity <span class=\"dictionary\">Board<\/span>, the Department of Workforce Development and Advancement, and other relevant entities to offer resources and expertise related to education, workforce development, and labor market alignment. The Office shall communicate relevant information in a clear and concise manner to enable policy and decision makers to navigate the complex connections between education, workforce development, and labor market alignment. <a id=\"paragraph-288714\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#A10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B\"><p><span class=\"prefix-number\">B.<\/span> The <span class=\"dictionary\">Authority<\/span> may develop a site and building assessment program to identify and assess the <span class=\"dictionary\">Commonwealth<\/span>&#8217;s industrial sites of at least 100 acres. In developing such a program, the <span class=\"dictionary\">Authority<\/span> shall establish assessment guidelines and procedures for identification of industrial sites, resource requirements, and development oversight. The <span class=\"dictionary\">Authority<\/span> shall invite participation by regional and industry stakeholders to assess potential sites, identify product shortfalls, and make recommendations to the Governor and General Assembly for marketing such sites, in alignment with the goals outlined in the Governor&#8217;s economic development plan. <a id=\"paragraph-288715\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C\"><p><span class=\"prefix-number\">C.<\/span> The <span class=\"dictionary\">Authority<\/span> may encourage the import of products and services from international markets to the <span class=\"dictionary\">Commonwealth<\/span>. <a id=\"paragraph-288716\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-2238\/#C\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nECONOMIC DEVELOPMENT SERVICES (\u00a7 2.2-2238)\n\nA.
