Publication of meeting notices by electronic means by other public bodies shall be encouraged.\n\t\t\t\tThe notice shall be posted at least three working days prior to the meeting.E\n\nNotice, reasonable under the circumstance, of special, emergency, or continued meetings shall be given contemporaneously with the notice provided to the members of the public body conducting the meeting.F\n\nAny person may annually file a written request for notification with a public body. The request shall include the requester&#8217;s name, address, zip code, daytime telephone number, electronic mail address, if available, and organization, if any. The public body receiving such request shall provide notice of all meetings directly to each such person. Without objection by the person, the public body may provide electronic notice of all meetings in response to such requests.G\n\nAt least one copy of the proposed agenda and all agenda packets and, unless exempt, all materials furnished to members of a public body for a meeting shall be made available for public inspection at the same time such documents are furnished to the members of the public body. The proposed agendas for meetings of state public bodies where at least one member has been appointed by the Governor shall state whether or not public comment will be received at the meeting and, if so, the approximate point during the meeting when public comment will be received.H\n\nAny person may photograph, film, record, or otherwise reproduce any portion of a meeting required to be open. The public body conducting the meeting may adopt rules governing the placement and use of equipment necessary for broadcasting, photographing, filming, or recording a meeting to prevent interference with the proceedings, but shall not prohibit or otherwise prevent any person from photographing, filming, recording, or otherwise reproducing any portion of a meeting required to be open. No public body shall conduct a meeting required to be open in any building or facility where such recording devices are prohibited.I\n\nMinutes shall be taken at all open meetings. However, minutes shall not be required to be taken at deliberations of (i) standing and other committees of the General Assembly; (ii) legislative interim study commissions and committees, including the Virginia Code Commission; (iii) study committees or commissions appointed by the Governor; or (iv) study commissions or study committees, or any other committees or subcommittees appointed by the governing bodies or school boards of counties, cities, and towns, except where the membership of any such commission, committee, or subcommittee includes a majority of the governing body of the county, city, or town or school board.\n\t\t\tMinutes, including draft minutes, and all other records of open meetings, including audio or audio\/visual records shall be deemed public records and subject to the provisions of this chapter.\n\t\t\tMinutes shall be in writing and shall include (a) the date, time, and location of the meeting; (b) the members of the public body recorded as present and absent; and (c) a summary of the discussion on matters proposed, deliberated, or decided, and a record of any votes taken. <a class=\"law\" title=\"Meetings held through electronic communication means during declared states of emergency\" href=\"\/2.2-3708.2\/\">2.2-3708.2<\/a> and <a class=\"law\" title=\"Meetings held through electronic communication means; situations other than declared states of emergency\" href=\"\/2.2-3708.3\/\">2.2-3708.3<\/a> or as may be specifically provided in Title 54.1 for the summary suspension of professional licenses. <a id=\"paragraph-215095\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#C\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D\"><p><span class=\"prefix-number\">D.<\/span> Every <span class=\"dictionary\">public body<\/span> shall give notice of the date, time, location, and remote location, if required, of its <span class=\"dictionary\"><span class=\"dictionary\">meetings<\/span><\/span> by: <a id=\"paragraph-215096\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#D\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> Posting such notice on its <span class=\"dictionary\">official public government website<\/span>, if any; <a id=\"paragraph-215097\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#D1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Placing such notice in a prominent public location at which notices are regularly posted; and <a id=\"paragraph-215098\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#D2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Placing such notice at the office of the clerk of the <span class=\"dictionary\">public body<\/span> or, in the case of a <span class=\"dictionary\">public body<\/span> that has no clerk, at the office of the chief administrator.\n\t\t\t\tAll state <span class=\"dictionary\">public bodies<\/span> subject to the provisions of this chapter shall also post notice of their <span class=\"dictionary\"><span class=\"dictionary\">meetings<\/span><\/span> on a central, publicly available electronic calendar maintained by the Commonwealth. Publication of <span class=\"dictionary\">meeting<\/span> notices by electronic means by other <span class=\"dictionary\">public bodies<\/span> shall be encouraged.\n\t\t\t\tThe notice shall be posted at least three working days prior to the <span class=\"dictionary\">meeting<\/span>. <a id=\"paragraph-215099\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#D3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"E\"><p><span class=\"prefix-number\">E.<\/span> Notice, reasonable under the circumstance, of special, <span class=\"dictionary\">emergency<\/span>, or continued <span class=\"dictionary\"><span class=\"dictionary\">meetings<\/span><\/span> shall be given contemporaneously with the notice provided to the members of the <span class=\"dictionary\">public body<\/span> conducting the <span class=\"dictionary\">meeting<\/span>. <a id=\"paragraph-215100\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#E\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F\"><p><span class=\"prefix-number\">F.<\/span> Any person may annually file a written request for notification with a <span class=\"dictionary\">public body<\/span>. The request shall include the requester&#8217;s name, address, zip code, daytime telephone number, electronic mail address, if available, and organization, if any. The <span class=\"dictionary\">public body<\/span> receiving such request shall provide notice of all <span class=\"dictionary\"><span class=\"dictionary\">meetings<\/span><\/span> directly to each such person. Without objection by the person, the <span class=\"dictionary\">public body<\/span> may provide electronic notice of all <span class=\"dictionary\"><span class=\"dictionary\">meetings<\/span><\/span> in response to such requests. <a id=\"paragraph-215101\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#F\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"G\"><p><span class=\"prefix-number\">G.<\/span> At least one copy of the proposed agenda and all agenda packets and, unless exempt, all <span class=\"dictionary\">materials<\/span> furnished to members of a <span class=\"dictionary\">public body<\/span> for a <span class=\"dictionary\">meeting<\/span> shall be made available for public inspection at the same time such documents are furnished to the members of the <span class=\"dictionary\">public body<\/span>. The proposed agendas for <span class=\"dictionary\"><span class=\"dictionary\">meetings<\/span><\/span> of state <span class=\"dictionary\">public bodies<\/span> where at least one member has been appointed by the Governor shall state whether or not public comment will be received at the <span class=\"dictionary\">meeting<\/span> and, if so, the approximate point during the <span class=\"dictionary\">meeting<\/span> when public comment will be received. <a id=\"paragraph-215102\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#G\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"H\"><p><span class=\"prefix-number\">H.<\/span> Any person may photograph, film, record, or otherwise reproduce any portion of a <span class=\"dictionary\">meeting<\/span> required to be open. The <span class=\"dictionary\">public body<\/span> conducting the <span class=\"dictionary\">meeting<\/span> may adopt rules governing the placement and use of equipment necessary for broadcasting, photographing, filming, or recording a <span class=\"dictionary\">meeting<\/span> to prevent interference with the proceedings, but shall not prohibit or otherwise prevent any person from photographing, filming, recording, or otherwise reproducing any portion of a <span class=\"dictionary\">meeting<\/span> required to be open. No <span class=\"dictionary\">public body<\/span> shall conduct a <span class=\"dictionary\">meeting<\/span> required to be open in any building or facility where such recording devices are prohibited. <a id=\"paragraph-215103\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#H\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"I\"><p><span class=\"prefix-number\">I.<\/span> Minutes shall be taken at all <span class=\"dictionary\">open meetings<\/span>. However, minutes shall not be required to be taken at <span class=\"dictionary\">deliberations<\/span> of (i) standing and other committees of the General Assembly; (ii) legislative interim study commissions and committees, including the Virginia Code Commission; (iii) study committees or commissions appointed by the Governor; or (iv) study commissions or study committees, or any other committees or subcommittees appointed by the governing bodies or school boards of counties, cities, and towns, except where the membership of any such commission, committee, or subcommittee includes a majority of the governing body of the county, city, or town or school board.\n\t\t\tMinutes, including draft minutes, and all other records of <span class=\"dictionary\">open meetings<\/span>, including audio or audio\/visual records shall be deemed <span class=\"dictionary\">public records<\/span> and subject to the provisions of this chapter.\n\t\t\tMinutes shall be in writing and shall include (a) the date, time, and location of the <span class=\"dictionary\">meeting<\/span>; (b) the members of the <span class=\"dictionary\">public body<\/span> recorded as present and absent; and (c) a summary of the discussion on matters proposed, deliberated, or decided, and a record of any votes taken. In addition, for <span class=\"dictionary\">electronic communication<\/span> meetings conducted in accordance with &#xA7; <a class=\"law\" title=\"Meetings held through electronic communication means during declared states of emergency\" href=\"\/2.2-3708.2\/\">2.2-3708.2<\/a> or <a class=\"law\" title=\"Meetings held through electronic communication means; situations other than declared states of emergency\" href=\"\/2.2-3708.3\/\">2.2-3708.3<\/a>, minutes shall include (1) the identity of the members of the <span class=\"dictionary\">public body<\/span> who participated in the <span class=\"dictionary\">meeting<\/span> through <span class=\"dictionary\">electronic communication<\/span> means, (2) the identity of the members of the <span class=\"dictionary\">public body<\/span> who were physically assembled at one physical location, and (3) the identity of the members of the <span class=\"dictionary\">public body<\/span> who were not present at the location identified in clause (2) but who monitored such <span class=\"dictionary\">meeting<\/span> through <span class=\"dictionary\">electronic communication<\/span> means. <a id=\"paragraph-215104\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/2.2-3707\/#I\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nMEETINGS TO BE PUBLIC; NOTICE OF MEETINGS; RECORDINGS; MINUTES (\u00a7 2.2-3707)\n\nA. All meetings of public bodies shall be open, except as provided in\n&#xA7;&#xA7; 2.2-3707.01 and 2.2-3711.\n\nB. All state public bodies subject to the provisions of this chapter:\n\n   1.
