or &#8220;general contractor&#8221; means the entity that has a direct contract with any &#8220;state agency&#8221; as defined herein or any agency of local government as discussed in \u00a7 2.2-4352.\n\t\t&#8220;Debtor&#8221; means any individual, business, or group having a delinquent debt or account with any state agency that obligation has not been satisfied or set aside by court order or discharged in bankruptcy.\n\t\t&#8220;Payment date&#8221; Unfortunately, the 1984 \u201cActs\u201d aren\u2019t available online. It has been modified 4 times. Those modifications are cataloged by \u201cThe Acts of Assembly,\u201d a state publication, by year and chapter.
