Have persisted over a significant period of time or, though only in evidence for a short period of time, are of such a critical nature that intervention is warranted;\n\t\t\t\tb. Are significantly disabling and are present in several community settings, such as at home, in school, or with peers;\n\t\t\t\tc. Require services or resources that are unavailable or inaccessible, or that are beyond the normal agency services or routine collaborative processes across agencies, or require coordinated interventions by at least two agencies; and\n\t\t\t\td. The record of its establishment is cataloged in chapters 837 and 880 of that year\u2019s edition of \u201cActs of Assembly,\u201d the annual state publication listing all changes made to the Code of Virginia in that year. Unfortunately, the 1992 \u201cActs\u201d aren\u2019t available online. It has been modified 5 times. Those modifications are cataloged by \u201cThe Acts of Assembly,\u201d a state publication, by year and chapter.
