The Commissioner of Elections shall notify each agency of its designation and thereafter notify any agency added to or deleted from the list.C\n\nAt each voter registration agency, the following services shall be made available on the premises of the agency:1\n\nDistribution of mail voter registration forms provided by the Department of Elections;2\n\nAssistance to applicants in completing voter registration application forms, unless the applicant refuses assistance; and3\n\nReceipt of completed voter registration application forms.D\n\nA voter registration agency, which provides service or assistance in conducting voter registration, shall make the following services available on the premises of the agency:1\n\nDistribution with each application for its service or assistance, or upon admission to a facility or program, and with each recertification, readmission, renewal, or change of address form, of a voter registration application prescribed by the Department of Elections that complies with the requirements of the National Voter Registration Act (52 U.S.C. &#xA7; 20501 et seq.).2\n\nProvision, as part of the voter registration process, of a form that includes:\n\t\t\t\ta. The question: &#8220;If you are not registered to vote where you live now, would you like to apply to register to vote here today?&#8221;\n\t\t\t\tb. If the agency provides public assistance, the statement: &#8220;Applying to register or declining to register to vote will not affect the amount of assistance that you will be provided by this agency.&#8221;\n\t\t\t\tc. Boxes for the applicant to check to indicate whether the applicant would like to register, declines to register to vote, or is already registered (failure to check any box being deemed to constitute a declination to register for purposes of subdivision 2 a), together with the statement (in close proximity to the boxes and in prominent type): &#8220;IF YOU DO NOT CHECK ANY BOX, YOU WILL BE CONSIDERED TO HAVE DECIDED NOT TO REGISTER TO VOTE AT THIS TIME.&#8221;\n\t\t\t\td. The statement: &#8220;If you would like help in filling out the voter registration application form, we will help you. The decision whether to seek help or accept help is yours. You may fill out the application form in private.&#8221;\n\t\t\t\te. The statement: &#8220;If you believe that someone has interfered with your right to register or to decline to register to vote, or your right to privacy in deciding whether to register or in applying to register to vote, you may file a complaint with the Department of Elections.&#8221; The statement shall include the address and telephone number of the Department.\n\t\t\t\tf. The following statement accompanying the form which features prominently in boldface capital letters: &#8220;WARNING: INTENTIONALLY MAKING A MATERIALLY FALSE STATEMENT ON THIS FORM CONSTITUTES THE CRIME OF ELECTION FRAUD, WHICH IS PUNISHABLE UNDER VIRGINIA LAW AS A FELONY. VIOLATORS MAY BE SENTENCED TO UP TO 10 YEARS IN PRISON, OR UP TO 12 MONTHS IN JAIL AND\/OR FINED UP TO $2,500.&#8221;3\n\nProvision to each applicant who does not decline to register to vote of the same degree of assistance with regard to the completion of the voter registration application as is provided by the office with regard to the completion of its own applications, unless the applicant refuses assistance.E\n\nIf a voter registration agency designated under subsection A of this section provides services to a person with a disability at the person&#8217;s home, the agency shall provide the voter registration services as provided for in this section.F\n\nA person who provides services at a designated voter registration agency shall not:1\n\nSeek to influence an applicant&#8217;s political preference;2\n\nDisplay any material indicating the person&#8217;s political preference or party allegiance;3\n\nMake any statement to an applicant or take any action the purpose or effect of which is to lead the applicant to believe that a decision to register or not to register has any bearing on the availability of services or benefits; or4\n\nDisclose, except as authorized by law for official use, the social security number, or any part thereof, of any applicant for voter registration.\n\t\t\t\tAny person who is aggrieved by a violation of this subsection may provide written notice of the violation to the Department. The Department shall be authorized to cooperate with the agency to resolve the alleged violation. The Commissioner of <span class=\"dictionary\">Elections<\/span> shall notify each agency of its designation and thereafter notify any agency added to or deleted from the list. <a id=\"paragraph-270599\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C\"><p><span class=\"prefix-number\">C.<\/span> At each voter registration agency, the following services shall be made available on the premises of the agency: <a id=\"paragraph-270600\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#C\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> Distribution of mail voter registration forms provided by the <span class=\"dictionary\">Department of Elections<\/span>; <a id=\"paragraph-270601\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#C1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Assistance to applicants in completing voter registration application forms, unless the applicant refuses assistance; and <a id=\"paragraph-270602\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#C2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Receipt of completed voter registration application forms. <a id=\"paragraph-270603\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#C3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D\"><p><span class=\"prefix-number\">D.<\/span> A voter registration agency, which provides service or assistance in conducting voter registration, shall make the following services available on the premises of the agency: <a id=\"paragraph-270604\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#D\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> Distribution with each application for its service or assistance, or upon admission to a facility or program, and with each recertification, readmission, renewal, or change of address form, of a voter registration application prescribed by the <span class=\"dictionary\">Department of Elections<\/span> that complies with the requirements of the National Voter Registration Act (52 U.S.C. &#xA7; 20501 et seq.). <a id=\"paragraph-270605\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#D1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Provision, as part of the voter registration process, of a form that includes:\n\t\t\t\ta. The question: &#8220;If you are not registered to vote where you live now, would you like to apply to register to vote here today?&#8221;\n\t\t\t\tb. If the agency provides public assistance, the statement: &#8220;Applying to register or declining to register to vote will not affect the amount of assistance that you will be provided by this agency.&#8221;\n\t\t\t\tc. Boxes for the applicant to check to indicate whether the applicant would like to register, declines to register to vote, or is already registered (failure to check any box being deemed to constitute a declination to register for purposes of subdivision 2 a), together with the statement (in close proximity to the boxes and in prominent type): &#8220;IF YOU DO NOT CHECK ANY BOX, YOU WILL BE CONSIDERED TO HAVE DECIDED NOT TO REGISTER TO VOTE AT THIS TIME.&#8221;\n\t\t\t\td. The statement: &#8220;If you would like help in filling out the voter registration application form, we will help you. The decision whether to seek help or accept help is yours. You may fill out the application form in private.&#8221;\n\t\t\t\te. The statement: &#8220;If you believe that someone has interfered with your right to register or to decline to register to vote, or your right to privacy in deciding whether to register or in applying to register to vote, you may file a complaint with the <span class=\"dictionary\">Department of Elections<\/span>.&#8221; The statement shall include the address and telephone number of the Department.\n\t\t\t\tf. The following statement accompanying the form which features prominently in boldface capital letters: &#8220;WARNING: INTENTIONALLY MAKING A MATERIALLY FALSE STATEMENT ON THIS FORM CONSTITUTES THE <span class=\"dictionary\">CRIME<\/span> OF <span class=\"dictionary\">ELECTION<\/span> <span class=\"dictionary\">FRAUD<\/span>, WHICH IS PUNISHABLE UNDER VIRGINIA <span class=\"dictionary\">LAW<\/span> AS A <span class=\"dictionary\">FELONY<\/span>. VIOLATORS MAY BE SENTENCED TO UP TO 10 YEARS IN PRISON, OR UP TO 12 MONTHS IN JAIL AND\/OR FINED UP TO $2,500.&#8221; <a id=\"paragraph-270606\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#D2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Provision to each applicant who does not decline to register to vote of the same degree of assistance with regard to the completion of the voter registration application as is provided by the office with regard to the completion of its own applications, unless the applicant refuses assistance. <a id=\"paragraph-270607\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#D3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"E\"><p><span class=\"prefix-number\">E.<\/span> If a voter registration agency designated under subsection A of this section provides services to a <span class=\"dictionary\">person with a disability<\/span> at the person&#8217;s home, the agency shall provide the voter registration services as provided for in this section. <a id=\"paragraph-270608\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#E\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F\"><p><span class=\"prefix-number\">F.<\/span> A person who provides services at a designated voter registration agency shall not: <a id=\"paragraph-270609\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#F\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> Seek to influence an applicant&#8217;s political preference; <a id=\"paragraph-270610\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#F1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Display any <span class=\"dictionary\">material<\/span> indicating the person&#8217;s political preference or <span class=\"dictionary\">party<\/span> allegiance; <a id=\"paragraph-270611\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#F2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Make any statement to an applicant or take any action the purpose or effect of which is to lead the applicant to believe that a decision to register or not to register has any bearing on the availability of services or benefits; or <a id=\"paragraph-270612\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#F3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F4\" class=\"indent-1\"><p><span class=\"prefix-number\">4.<\/span> Disclose, except as authorized by <span class=\"dictionary\">law<\/span> for official use, the social security number, or any part thereof, of any applicant for voter registration.\n\t\t\t\tAny person who is aggrieved by a violation of this subsection may provide written notice of the violation to the Department. The Department shall be authorized to cooperate with the agency to resolve the alleged violation. Nothing contained in this subsection shall prohibit an aggrieved person from filing a complaint in accordance with &#xA7; <a class=\"law\" title=\"Complaints and allegations concerning election law offenses\" href=\"\/24.2-1019\/\">24.2-1019<\/a> against a person who commits any <span class=\"dictionary\">election<\/span> <span class=\"dictionary\">law<\/span> <span class=\"dictionary\">offense<\/span> enumerated in &#xA7;&#xA7; <a class=\"law\" title=\"Intimidation and threats toward election officials; penalty\" href=\"\/24.2-1000\/\">24.2-1000<\/a> through <a class=\"law\" title=\"False statements; penalties\" href=\"\/24.2-1016\/\">24.2-1016<\/a>. <a id=\"paragraph-270613\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#F4\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"G\"><p><span class=\"prefix-number\">G.<\/span> A completed voter registration application shall be transmitted as directed by the Department not later than five business days after the date of receipt. <a id=\"paragraph-270614\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#G\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"H\"><p><span class=\"prefix-number\">H.<\/span> Each state-designated voter registration agency shall maintain such statistical records on the number of applications to register to vote as requested by the Department. <a id=\"paragraph-270615\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-411.2\/#H\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nSTATE-DESIGNATED VOTER REGISTRATION AGENCIES (\u00a7 24.2-411.2)\n\nA.
