A ballot cast by a covered voter in accordance with this title.\n\n6. “Overseas voter” means a United States citizen who is outside the\nUnited States.\n\n7. “State” means a state of the United States, the District of\nColumbia, Puerto Rico, the United States Virgin Islands, or any territory or\ninsular possession subject to the jurisdiction of the United States.\n\n8. “Uniformed service” means:\n\t\t\ta. Active and reserve components of the Army, Navy, Air Force, Marine Corps,\nSpace Force, or Coast Guard of the United States;\n\t\t\tb. The Merchant Marine, the commissioned corps of the Public Health Service,\nor the commissioned corps of the National Oceanic and Atmospheric Administration\nof the United States; or\n\t\t\tc. The Virginia National Guard.\n\n9. “Uniformed-service voter” means an individual who is qualified to\nvote and is:\n\t\t\ta. A member of the active or reserve components of the Army, Navy, Air Force,\nMarine Corps, Space Force, or Coast Guard of the United States who is on active\nduty;\n\t\t\tb. A member of the Merchant Marine, the commissioned corps of the Public\nHealth Service, or the commissioned corps of the National Oceanic and\nAtmospheric Administration of the United States;\n\t\t\tc. A member on activated status of the National Guard; or\n\t\t\td.
