A ballot cast by a covered voter in accordance with this title. <a id=\"paragraph-207460\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-452\/#5\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"6\"><p><span class=\"prefix-number\">6.<\/span> &#8220;<span class=\"dictionary\">Overseas voter<\/span>&#8221; means a United <span class=\"dictionary\">States<\/span> citizen who is outside the United <span class=\"dictionary\">States<\/span>. <a id=\"paragraph-207461\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-452\/#6\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"7\"><p><span class=\"prefix-number\">7.<\/span> &#8220;<span class=\"dictionary\">State<\/span>&#8221; means a <span class=\"dictionary\">state<\/span> of the United <span class=\"dictionary\">States<\/span>, the District of Columbia, Puerto Rico, the United <span class=\"dictionary\">States<\/span> Virgin Islands, or any territory or insular <span class=\"dictionary\">possession<\/span> subject to the <span class=\"dictionary\">jurisdiction<\/span> of the United <span class=\"dictionary\">States<\/span>. <a id=\"paragraph-207462\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-452\/#7\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"8\"><p><span class=\"prefix-number\">8.<\/span> &#8220;Uniformed service&#8221; means:\n\t\t\ta. Active and reserve components of the Army, Navy, Air Force, Marine Corps, Space Force, or Coast Guard of the United <span class=\"dictionary\">States<\/span>;\n\t\t\tb. The Merchant Marine, the commissioned corps of the Public Health Service, or the commissioned corps of the National Oceanic and Atmospheric Administration of the United <span class=\"dictionary\">States<\/span>; or\n\t\t\tc. The Virginia National Guard. <a id=\"paragraph-207463\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-452\/#8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"9\"><p><span class=\"prefix-number\">9.<\/span> &#8220;<span class=\"dictionary\">Uniformed-service voter<\/span>&#8221; means an individual who is qualified to vote and is:\n\t\t\ta. A member of the active or reserve components of the Army, Navy, Air Force, Marine Corps, Space Force, or Coast Guard of the United <span class=\"dictionary\">States<\/span> who is on active duty;\n\t\t\tb. A member of the Merchant Marine, the commissioned corps of the Public Health Service, or the commissioned corps of the National Oceanic and Atmospheric Administration of the United <span class=\"dictionary\">States<\/span>;\n\t\t\tc. A member on activated status of the National Guard; or\n\t\t\td. A spouse or <span class=\"dictionary\">dependent<\/span> of a member referred to in this definition. <a id=\"paragraph-207464\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-452\/#9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"10\"><p><span class=\"prefix-number\">10.<\/span> &#8220;United <span class=\"dictionary\">States<\/span>,&#8221; used in the territorial sense, means the several <span class=\"dictionary\">states<\/span>, the District of Columbia, Puerto Rico, the United <span class=\"dictionary\">States<\/span> Virgin Islands, and any territory or insular <span class=\"dictionary\">possession<\/span> subject to the <span class=\"dictionary\">jurisdiction<\/span> of the United <span class=\"dictionary\">States<\/span>. <a id=\"paragraph-207465\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-452\/#10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nDEFINITIONS (\u00a7 24.2-452)\n\nAs used in this chapter, unless the context requires a different meaning:\n\n1. &#8220;Covered voter&#8221; means:\n\t\t\ta. A uniformed-service voter or an overseas voter who is registered to vote\nin this state;\n\t\t\tb. A uniformed-service voter defined in subdivision 9 a whose voting\nresidence is in this state and who otherwise satisfies this state&#8217;s voter\neligibility requirements;\n\t\t\tc. An overseas voter who, before leaving the United States, was last eligible\nto vote in this state and, except for a state residency requirement, otherwise\nsatisfies this state&#8217;s voter eligibility requirements;\n\t\t\td. An overseas voter who, before leaving the United States, would have been\nlast eligible to vote in this state had the voter then been of voting age and,\nexcept for a state residency requirement, otherwise satisfies this state&#8217;s\nvoter eligibility requirements; or\n\t\t\te. An overseas voter who was born outside the United States, is not described\nin subdivision c or d, and, except for a state residency requirement, otherwise\nsatisfies this state&#8217;s voter eligibility requirements, if:\n\n   1. The last place where a parent or legal guardian of the voter was, or under\n   this chapter would have been, eligible to vote before leaving the United\n   States is within this state; and\n\n   2. The voter has not previously registered to vote in any other state.\n\n2. &#8220;Dependent&#8221; means an individual recognized as a dependent by a\nuniformed service.\n\n3. &#8220;Federal postcard application&#8221; means the application prescribed\nunder &#xA7; 101(b)(2) of the Uniformed and Overseas Citizens Absentee Voting\nAct, 52 U.S.C. &#xA7; 20301(b)(2).\n\n4. &#8220;Federal write-in absentee ballot&#8221; means the ballot described in\n&#xA7; 103 of the Uniformed and Overseas Citizens Absentee Voting Act, 52 U.S.C.\n&#xA7; 20303, that may be used in all elections in which the voter is eligible\nto vote as provided in &#xA7; 24.2-702.1.\n\n5. &#8220;Military-overseas ballot&#8221; means:\n\t\t\ta. A federal write-in absentee ballot;\n\t\t\tb. A ballot specifically prepared or distributed for use by a covered voter\nin accordance with this title; or\n\t\t\tc. A ballot cast by a covered voter in accordance with this title.\n\n6. &#8220;Overseas voter&#8221; means a United States citizen who is outside the\nUnited States.\n\n7. &#8220;State&#8221; means a state of the United States, the District of\nColumbia, Puerto Rico, the United States Virgin Islands, or any territory or\ninsular possession subject to the jurisdiction of the United States.\n\n8. &#8220;Uniformed service&#8221; means:\n\t\t\ta. Active and reserve components of the Army, Navy, Air Force, Marine Corps,\nSpace Force, or Coast Guard of the United States;\n\t\t\tb. The Merchant Marine, the commissioned corps of the Public Health Service,\nor the commissioned corps of the National Oceanic and Atmospheric Administration\nof the United States; or\n\t\t\tc. The Virginia National Guard.\n\n9. &#8220;Uniformed-service voter&#8221; means an individual who is qualified to\nvote and is:\n\t\t\ta.
