For the purpose of this subsection, a contribution shall be considered to be converted to personal use if the contribution is used to fulfill any commitment, obligation, or expense of a person that would exist irrespective of the person&#8217;s seeking, holding, or maintaining public office, which includes the following: <a id=\"paragraph-235040\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> A home mortgage, rent, or utility payment; <a id=\"paragraph-235041\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> A clothing purchase, except for clothing of de minimis value that is used in the campaign, such as T-shirts or caps imprinted with a campaign slogan; <a id=\"paragraph-235042\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> A non-campaign-related automobile expense; <a id=\"paragraph-235043\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B4\" class=\"indent-1\"><p><span class=\"prefix-number\">4.<\/span> A country club membership; <a id=\"paragraph-235044\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B4\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B5\" class=\"indent-1\"><p><span class=\"prefix-number\">5.<\/span> A vacation or other non-campaign-related trip; <a id=\"paragraph-235045\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B5\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B6\" class=\"indent-1\"><p><span class=\"prefix-number\">6.<\/span> A household food item; <a id=\"paragraph-235046\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B6\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B7\" class=\"indent-1\"><p><span class=\"prefix-number\">7.<\/span> A tuition payment, other than those associated with the training of campaign staff; <a id=\"paragraph-235047\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B7\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B8\" class=\"indent-1\"><p><span class=\"prefix-number\">8.<\/span> Admission to a sporting event, a concert, a theater, or any other form of entertainment not associated with an <span class=\"dictionary\">election<\/span> campaign; <a id=\"paragraph-235048\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B9\" class=\"indent-1\"><p><span class=\"prefix-number\">9.<\/span> Dues, fees, and other payments to a health club or recreational facility unless the payments are made in connection with a specific fundraising event that takes place on the organization&#8217;s premises; and <a id=\"paragraph-235049\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B10\" class=\"indent-1\"><p><span class=\"prefix-number\">10.<\/span> Salary payments to a member of a <span class=\"dictionary\">candidate<\/span>&#8217;s family, unless the family member is providing bona fide services to the campaign and receives compensation that is no greater than the fair market value of the services provided. <a id=\"paragraph-235050\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/24.2-948.6\/#B10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\n(EFFECTIVE JULY 1, 2026) USE OF CAMPAIGN FUNDS (\u00a7 24.2-948.6)\n\nA. A contribution accepted by a candidate or his campaign committee may be used\nfor the following purposes:\n\n   1. For otherwise authorized expenditures in connection with the\n   candidate&#8217;s campaign;\n\n   2. For ordinary and necessary expenses incurred in connection with the duties\n   of the individual as an officeholder;\n\n   3. For any other lawful purpose unless prohibited by subsection B.\n\nB. Contributions to a candidate or his campaign committee shall not be converted\nby any person to personal use.
