No\nmember shall engage in activities requiring him to register as a lobbyist under\n&#xA7; 2.2-422 during his tenure on the Panel.\n\t\t\tThe members shall be nominated by the Committee on Rules of the Senate and\nconfirmed by the Senate by a majority vote of (i) the members present of the\nmajority party and (ii) the members present of the minority party. After initial\nappointments, all appointments shall be for terms of four years each except for\nunexpired terms. Nominations shall be made so as to assure bipartisan\nrepresentation on the Panel.\n\nC. The House Ethics Advisory Panel shall be composed of five nonlegislative\ncitizen members: one of whom shall be a retired justice or judge of a court of\nrecord; two of whom shall be former members of the House of Delegates; and two\nof whom shall be citizens of the Commonwealth at large, at least one of whom\nshall not have previously held such office. All members of the Panel shall be\ncitizens of the Commonwealth. No member shall serve more than three successive four-year terms. Vacancies\nshall be filled only for the unexpired term. Vacancies shall be filled in the\nsame manner as the original appointments. The remainder of any term to which a\nmember is appointed to fill a vacancy shall not constitute a term in determining\nthe member&#8217;s eligibility for reappointment.\n\nF. Three members shall constitute a quorum on each panel. A vacancy shall not\nimpair the right of the remaining members to exercise all powers of the Panel.\nMeetings of each panel shall be held at the call of the chairman or whenever the\nmajority of the members so request.\n\nG. The members of each panel, while serving on the business of the Panel, are\nperforming legislative duties and shall be entitled to the compensation and\nreimbursement of expenses to which members of the General Assembly are entitled\nwhen performing legislative duties pursuant to &#xA7;&#xA7; 2.2-2813, 2.2-2825,\nand 30-19.12. Funding for the cost of compensation and expenses of the members\nof the Senate Ethics Advisory Panel shall be provided by the Office of the Clerk\nof the Senate and the funding for the cost of compensation and expenses of the\nHouse Ethics Advisory Panel shall be provided by the Office of the Clerk of the\nHouse of Delegates.\n\nHISTORY: 1987, Sp.
