The &#8220;Interstate System&#8221; also includes highways or highway segments in the Commonwealth that constitute a part of the Dwight D. Eisenhower National System of Interstate and Defense Highways as authorized and designated in accordance with \u00a7 7 of the Federal-Aid Highway Act of 1944 and \u00a7 108(a) of the Federal-Aid Highway Act of 1956 and are declared by resolution of the Commonwealth Transportation Board to be portions of the Interstate System.\n\t\t&#8220;Locality&#8221; has the meaning assigned to it in \u00a7 1-221.\n\t\t&#8220;Maintenance&#8221; means (i) ordinary maintenance; (ii) maintenance replacement; (iii) operations that include traffic signal synchronization, incident management, and other intelligent transportation system functions; and (iv) any other categories of maintenance that may be designated by the Commissioner of Highways.\n\t\t&#8220;Municipality&#8221; has the meaning assigned to it in \u00a7 1-224.\n\t\t&#8220;National Highway System&#8221; means the same as that term is defined in 23 U.S.C. \u00a7 103(b).\n\t\t&#8220;Primary highway&#8221; means any highway in or component of the primary state highway system.\n\t\t&#8220;Primary state highway system&#8221; consists of all highways and bridges under the jurisdiction and control of the Commonwealth Transportation Board and the Commissioner of Highways and not in the secondary state highway system.\n\t\t&#8220;Public transportation&#8221; or &#8220;mass transit&#8221; means passenger transportation by rubber-tired, rail, or other surface conveyance that provides shared ride services open to the general public on a regular and continuing basis. &#8220;Public transportation&#8221; or &#8220;mass transit&#8221; does not include school buses, charter or sight-seeing services, vehicular ferry service that serves as a link in the highway network, or human service agency or other client-restricted transportation.\n\t\t&#8220;Roadway&#8221; means that portion of a highway improved, designed, or ordinarily used for vehicular travel. A highway may include two or more <span class=\"dictionary\">roadways<\/span> if divided by a physical barrier or barriers or unpaved areas.\n\t\t&#8220;<span class=\"dictionary\">Secondary highway<\/span>&#8221; means any highway in or component of the secondary state highway system.\n\t\t&#8220;Secondary state highway system&#8221; consists of all public highways, causeways, bridges, landings, and wharves in the counties of the Commonwealth not included in the primary state highway system and that have been accepted by the <span class=\"dictionary\">Department<\/span> of Transportation for supervision and <span class=\"dictionary\">maintenance<\/span>.\n\t\t&#8220;<span class=\"dictionary\">Secretary<\/span>&#8221; means the <span class=\"dictionary\">Secretary<\/span> of Transportation.\n\t\t&#8220;Systems of state highways&#8221; has the meaning assigned to it in \u00a7&nbsp;<a class=\"law\" title=\"Systems of state highways\" href=\"\/1-251\/\">1-251<\/a>.\n\t\t&#8220;Urban highway system&#8221; consists of those public highways, or portions thereof, not included in the systems of state highways, to which the Commonwealth Transportation <span class=\"dictionary\">Board<\/span> directs payments pursuant to \u00a7&nbsp;<a class=\"law\" title=\"Payments to cities and certain towns for maintenance of certain highways\" href=\"\/33.2-319\/\">33.2-319<\/a>.<\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nDEFINITIONS (\u00a7 33.2-100)\n\nAs used in this title, unless the context requires a different meaning:\n\t\t&#8220;Asset management&#8221; means a systematic process of operating and\nmaintaining the systems of state highways by combining engineering practices and\nanalysis with sound business practices and economic theory to achieve\ncost-effective outcomes.\n\t\t&#8220;Board&#8221; means the Commonwealth Transportation Board.\n\t\t&#8220;City&#8221; has the meaning assigned to it in \u00a7 1-208.\n\t\t&#8220;Commissioner&#8221; or &#8220;Commissioner of Highways&#8221; means the\nindividual who serves as the chief executive officer of the Department of\nTransportation.\n\t\t&#8220;Department&#8221; means the Department of Transportation.\n\t\t&#8220;Federal-aid systems&#8221; are the Interstate System and the National\nHighway System as set forth in 23 U.S.C. \u00a7 103.\n\t\t&#8220;Highway&#8221; means the entire width between the boundary lines of\nevery way or place open to the use of the public for purposes of vehicular\ntravel in the Commonwealth.\n\t\t&#8220;Highway purpose,&#8221; &#8220;highway project,&#8221; or\n&#8220;highway construction&#8221; means highway, passenger and freight rail, or\npublic transportation purposes.\n\t\t&#8220;Interstate highway&#8221; means any highway in or component of the\nInterstate System.\n\t\t&#8220;Interstate System&#8221; means the same as that term is defined in 23\nU.S.C. \u00a7 103(c). The &#8220;Interstate System&#8221; also includes highways or\nhighway segments in the Commonwealth that constitute a part of the Dwight D.\nEisenhower National System of Interstate and Defense Highways as authorized and\ndesignated in accordance with \u00a7 7 of the Federal-Aid Highway Act of 1944 and \u00a7\n108(a) of the Federal-Aid Highway Act of 1956 and are declared by resolution of\nthe Commonwealth Transportation Board to be portions of the Interstate System.\n\t\t&#8220;Locality&#8221; has the meaning assigned to it in \u00a7 1-221.\n\t\t&#8220;Maintenance&#8221; means (i) ordinary maintenance; (ii) maintenance\nreplacement; (iii) operations that include traffic signal synchronization,\nincident management, and other intelligent transportation system functions; and\n(iv) any other categories of maintenance that may be designated by the\nCommissioner of Highways.\n\t\t&#8220;Municipality&#8221; has the meaning assigned to it in \u00a7 1-224.\n\t\t&#8220;National Highway System&#8221; means the same as that term is defined\nin 23 U.S.C. \u00a7 103(b).\n\t\t&#8220;Primary highway&#8221; means any highway in or component of the primary\nstate highway system.\n\t\t&#8220;Primary state highway system&#8221; consists of all highways and\nbridges under the jurisdiction and control of the Commonwealth Transportation\nBoard and the Commissioner of Highways and not in the secondary state highway\nsystem.\n\t\t&#8220;Public transportation&#8221; or &#8220;mass transit&#8221; means\npassenger transportation by rubber-tired, rail, or other surface conveyance that\nprovides shared ride services open to the general public on a regular and\ncontinuing basis. &#8220;Public transportation&#8221; or &#8220;mass\ntransit&#8221; does not include school buses, charter or sight-seeing services,\nvehicular ferry service that serves as a link in the highway network, or human\nservice agency or other client-restricted transportation.\n\t\t&#8220;Roadway&#8221; means that portion of a highway improved, designed, or\nordinarily used for vehicular travel.
