The Department of Rail and Public Transportation, in conjunction with the\n   Transit Service Delivery Advisory Committee, shall develop a process for the\n   distribution of the funds allocated pursuant to subdivision D 1 of &#xA7;\n   33.2-1526.1 and the incorporation by transit systems of the service delivery\n   factors set forth therein into their transit development plans. Prior to the\n   Board approving service delivery factors, the Director of the Department of\n   Rail and Public Transportation and the Chairman of the Transit Service\n   Delivery Advisory Committee shall brief the House Committees on Appropriations\n   and Transportation and the Senate Committees on Finance and Appropriations and\n   on Transportation regarding the findings and recommendations of the Transit\n   Service Delivery Advisory Committee and the Department of Rail and Public\n   Transportation. Before redefining any component of the service delivery\n   factors, the Board shall consult with the Director of the Department of Rail\n   and Public Transportation, the Transit Service Delivery Advisory Committee,\n   and interested stakeholders, and shall provide for a 45-day public comment\n   period.
