Any\nobligation or expense incurred by the Commonwealth Transportation Board or by\nthe City of Richmond or the County of Henrico or Chesterfield, before or after\nthe effective date of this chapter, for surveys, engineering, borings, plans and\nspecifications, legal and other professional and technical services, reports,\nstudies, and data in connection with the construction of a project shall be\nrepaid or reimbursed by the Authority and the amounts thereof shall be included\nas a part of the cost of the project.\n\t\t&#8220;Limited access highway&#8221; means a highway specially designed for\nthrough traffic over or to which owners or occupants of abutting property or\nother persons have no easement of or right to light, air, view, or access by\nreason of the fact that their property abuts upon such highway, and access to\nwhich highway is controlled by the Authority, the Commonwealth, the City of\nRichmond, the County of Henrico, or the County of Chesterfield so as to give\npreference to through traffic by providing access connections with selected\npublic highways only and by prohibiting crossings at grade or direct private\ndriveway connections.\n\t\t&#8220;Owner&#8221; includes all individuals, partnerships, associations,\norganizations, and corporations, the City of Richmond, the County of Henrico,\nthe County of Chesterfield, and all public agencies and instrumentalities having\nany title to or interest in any property, rights, easements, and interests\nauthorized to be acquired by this chapter.\n\t\t&#8220;Project&#8221; means any single facility constituting an Authority\nfacility, as described in the resolution or trust agreement providing for its\nconstruction, including extensions and improvements thereof.\n\t\t&#8220;Public highways&#8221; shall include public highways, roads, and\nstreets, whether maintained by the Commonwealth or the City of Richmond or the\nCounty of Henrico or Chesterfield.\n\t\t&#8220;Revenues&#8221; means all fees, tolls, rents, rates, receipts, moneys,\nand income derived by the Authority through the ownership and operation of\nAuthority facilities, and includes all cash contributions made to the Authority\nby the Commonwealth or any agency or department thereof, the City of Richmond,\nand the Counties of Henrico and Chesterfield not specifically dedicated by the\ncontributor for a capital improvement.\n\nHISTORY: 2009, c. 471, \u00a7 15.2-7000; 2014, cc. 469, 805.","edition":{"id":1,"name":"2025","slug":"2025","date_created":"2026-06-21 22:39:22","date_modified":"2026-06-21 22:39:22","current":1,"order_by":1,"last_import":null}}
