<a class=\"law\" title=\"Review of applications for state or federal funds or services used in substance abuse programs\" href=\"\/37.2-311\/\">37.2-311<\/a> and on all requests by <span class=\"dictionary\">state<\/span> agencies for appropriations from the General Assembly for use in <span class=\"dictionary\">substance abuse<\/span> programs. <a id=\"paragraph-231276\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/37.2-310\/#7\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"8\"><p><span class=\"prefix-number\">8.<\/span> To recommend to the Governor and the General Assembly legislation necessary to implement programs, services, and facilities for the prevention and control of <span class=\"dictionary\">substance abuse<\/span> and the treatment and rehabilitation of persons with <span class=\"dictionary\">substance abuse<\/span>. <a id=\"paragraph-231277\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/37.2-310\/#8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"9\"><p><span class=\"prefix-number\">9.<\/span> To organize and foster training programs for all persons engaged in the treatment of <span class=\"dictionary\">substance abuse<\/span>. <a id=\"paragraph-231278\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/37.2-310\/#9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"10\"><p><span class=\"prefix-number\">10.<\/span> To identify, coordinate, mobilize, and use the research and public service resources of institutions of higher education, all levels of government, business, industry, and the community at large in the understanding and solution of problems relating to <span class=\"dictionary\">substance abuse<\/span>. <a id=\"paragraph-231279\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/37.2-310\/#10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"11\"><p><span class=\"prefix-number\">11.<\/span> To inspect <span class=\"dictionary\">substance abuse treatment<\/span> programs at reasonable times and in a reasonable manner. <a id=\"paragraph-231280\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/37.2-310\/#11\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"12\"><p><span class=\"prefix-number\">12.<\/span> To maintain a current list of <span class=\"dictionary\">substance abuse treatment<\/span> programs, which shall be made available upon request. <a id=\"paragraph-231281\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/37.2-310\/#12\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nPOWERS AND DUTIES OF DEPARTMENT RELATED TO SUBSTANCE ABUSE (\u00a7 37.2-310)\n\nThe Department shall have the following powers and duties related to substance\nabuse:\n\n1. To act as the sole state agency for the planning, coordination, and\nevaluation of the comprehensive interagency state plan for substance abuse\nservices.\n\n2. To provide staff assistance to the Virginia Addiction Recovery Council\npursuant to &#xA7; 2.2-2696.\n\n3. To (i) develop, implement, and promote, in cooperation with federal, state,\nlocal, and other publicly-funded agencies, a comprehensive interagency state\nplan for substance abuse services, consistent with federal guidelines and\nregulations, for the long-range development of adequate and coordinated\nprograms, services, and facilities for the research, prevention, and control of\nsubstance abuse and the treatment and rehabilitation of persons with substance\nabuse; (ii) review the plan annually; and (iii) make revisions in the plan that\nare necessary or desirable.\n\n4. To develop, in cooperation with the Department of Corrections, Virginia\nParole Board, Department of Juvenile Justice, Department of Criminal Justice\nServices, Commission on the Virginia Alcohol Safety Action Program, Office of\nthe Executive Secretary of the Supreme Court of Virginia, Department of\nEducation, Department of Health, Department of Social Services, and other\nappropriate agencies, a section of the comprehensive interagency state plan for\nsubstance abuse services that addresses the need for treatment programs for\npersons with substance abuse who are involved with these agencies.\n\n5. To specify uniform methods for keeping statistical information for inclusion\nin the comprehensive interagency state plan for substance abuse services.\n\n6. To provide technical assistance and consultation services to state and local\nagencies in planning, developing, and implementing services for persons with\nsubstance abuse.\n\n7. To review and comment on all applications for state or federal funds or\nservices to be used in substance abuse programs in accordance with &#xA7;\n37.2-311 and on all requests by state agencies for appropriations from the\nGeneral Assembly for use in substance abuse programs.\n\n8.
