Such road whip shall be (i) at least 21 years of age; (ii) in possession of a valid Virginia driver&#8217;s license; (iii) an experienced member of such hunt organization; (iv) aware of the land being used for such hunt; (v) knowledgeable of the path the hunt may take and any highway where vehicles, hunters, horses, or hounds may be present; and (vi) under the supervision of the masters of the hunt, including having global positioning system (GPS) location monitoring and radio communication with such masters of the hunt or other hunting staff. Each such hunt may authorize such flashing amber warning lights on no more than two vehicles operated by such road whips per hunt. Any vehicle using flashing amber warning lights as authorized in this section shall display a sign on the rear of such vehicle that reads &#8220;Horse Crossing With Rider&#8221; in print large enough for a passing motorist to read.
