Such ordinances may also include the installation and maintenance of parking meters. The ordinance may require the deposit of a coin of a prescribed denomination, determine the length of time a vehicle may be parked, and designate a department, official, or employee of the local government to administer the provisions of the ordinance. The ordinance may delegate to that department, official, or employee the authority to make and enforce any additional regulations concerning parking that may be required, including, but not limited to, penalties for violations, deadlines for the payment of fines, and late payment penalties for fines not paid when due. In a locality having a population of at least 40,000, the ordinance may also provide that a summons or parking ticket for the violation of the ordinance or regulations may be issued by law-enforcement officers, other uniformed employees of the locality, or by uniformed personnel serving under contract with the locality. Notwithstanding the foregoing provisions of this section, the governing bodies of Augusta, Bath, and Rockingham Counties may by ordinance provide for the regulation of parking, stopping, and standing of vehicles within their limits, but no such ordinance shall authorize or provide for the installation and maintenance of parking meters.\n\t\tNo ordinance adopted under the provisions of this section shall prohibit the parking of two motorcycles in single parking spaces designated, marked, and sized for four-wheel vehicles. The governing body of any county, city, or town may, by ordinance, permit the parking of three or more motorcycles in single parking spaces designated, marked, and sized for four-wheel vehicles.\n\t\tIf any ordinance regulates parking on an interstate highway or any arterial highway or any extension of an arterial highway, it shall be subject to the approval of the Commissioner of Highways.\n\t\tIn any prosecution charging a violation of the ordinance or regulation, proof that the vehicle described in the complaint, summons, parking ticket citation, or warrant was parked in violation of the ordinance or regulation, together with proof that the defendant was at the time the registered owner of the vehicle, as required by Chapter 6 (\u00a7 46.2-600 et seq.), shall constitute in evidence a prima facie presumption that the registered owner of the vehicle was the person who committed the violation. In a locality having a population of at least 40,000, the <span class=\"dictionary\">ordinance<\/span> may also provide that a <span class=\"dictionary\">summons<\/span> or parking ticket for the violation of the <span class=\"dictionary\">ordinance<\/span> or regulations may be issued by <span class=\"dictionary\"><span class=\"dictionary\">law<\/span>-enforcement officers<\/span>, other uniformed employees of the locality, or by uniformed personnel serving under <span class=\"dictionary\">contract<\/span> with the locality. Notwithstanding the foregoing provisions of this section, the governing bodies of Augusta, Bath, and Rockingham Counties may by <span class=\"dictionary\">ordinance<\/span> provide for the regulation of parking, stopping, and standing of <span class=\"dictionary\">vehicles<\/span> within their limits, but no such <span class=\"dictionary\">ordinance<\/span> shall authorize or provide for the installation and maintenance of parking meters.\n\t\tNo <span class=\"dictionary\">ordinance<\/span> adopted under the provisions of this section shall prohibit the parking of two <span class=\"dictionary\">motorcycles<\/span> in single parking spaces designated, marked, and sized for four-wheel <span class=\"dictionary\">vehicles<\/span>. The <span class=\"dictionary\">governing body<\/span> of any county, city, or town may, by <span class=\"dictionary\">ordinance<\/span>, permit the parking of three or more <span class=\"dictionary\">motorcycles<\/span> in single parking spaces designated, marked, and sized for four-wheel <span class=\"dictionary\">vehicles<\/span>.\n\t\tIf any <span class=\"dictionary\">ordinance<\/span> regulates parking on an interstate <span class=\"dictionary\">highway<\/span> or any arterial <span class=\"dictionary\">highway<\/span> or any extension of an arterial <span class=\"dictionary\">highway<\/span>, it shall be subject to the approval of the <span class=\"dictionary\">Commissioner<\/span> of <span class=\"dictionary\"><span class=\"dictionary\">Highways<\/span><\/span>.\n\t\tIn any <span class=\"dictionary\">prosecution<\/span> charging a violation of the <span class=\"dictionary\">ordinance<\/span> or regulation, proof that the <span class=\"dictionary\">vehicle<\/span> described in the complaint, <span class=\"dictionary\">summons<\/span>, parking ticket <span class=\"dictionary\">citation<\/span>, or warrant was parked in violation of the <span class=\"dictionary\">ordinance<\/span> or regulation, together with proof that the <span class=\"dictionary\">defendant<\/span> was at the time the registered <span class=\"dictionary\">owner<\/span> of the <span class=\"dictionary\">vehicle<\/span>, as required by Chapter 6 (\u00a7&nbsp;<a class=\"law\" title=\"Owner to secure registration and certificate of title or certificate of ownership\" href=\"\/46.2-600\/\">46.2-600<\/a> et seq.), shall constitute in <span class=\"dictionary\">evidence<\/span> a prima facie <span class=\"dictionary\">presumption<\/span> that the registered <span class=\"dictionary\">owner<\/span> of the <span class=\"dictionary\">vehicle<\/span> was the person who committed the violation.
