If the sale is to a demolisher or vehicle removal operator, the salvage vehicle shall be assigned in the space provided for such assignments on the existing salvage certificate. If a vehicle is purchased by a salvage dealer and disassembled for parts only or demolished by a demolisher, the salvage dealer shall immediately and conspicuously indicate on the salvage certificate or title that the vehicle was disassembled for parts only or demolished and immediately forward the salvage certificate or title to the Department for cancellation. The Department shall cancel the title or salvage certificate and issue a nonrepairable certificate for the vehicle to the salvage dealer.1\n\nIf a vehicle for which a title or salvage certificate or other ownership document has been issued by a foreign jurisdiction and is purchased by a salvage dealer or demolisher and disassembled for parts only or demolished by a demolisher, the salvage dealer or demolisher shall immediately and conspicuously indicate on the salvage certificate, title, or other ownership document that the vehicle was disassembled for parts only or demolished and immediately forward the salvage certificate, title or other ownership document to the Department for cancellation. The Department shall cancel the title, salvage certificate, or other ownership document and issue a nonrepairable certificate for the vehicle to the salvage dealer.2\n\nThere shall be no fee for the issuance of a nonrepairable certificate.B\n\nIf a licensee acquires any late model vehicle, he shall immediately compare the vehicle identification number assigned by the manufacturer or the Department or the identification number issued or assigned by another state with the title or salvage certificate of the vehicle and shall notify the Department as provided in subsection C. Such comparison and notification shall not be required of a demolisher if the vehicle was acquired from a licensed salvage dealer, rebuilder, salvage pool, or vehicle removal operator and such licensee delivers to the demolisher a title or salvage certificate for the vehicle.C\n\nIf the vehicle identification number has been altered, is missing, or appears to have been otherwise tampered with, the licensee shall take no further action with regard to the vehicle except to safeguard it in its then-existing condition and shall promptly notify the Department. The Department shall, after an investigation has been made, notify the licensee whether the vehicle can be freed from this limitation. In no event shall the vehicle be disassembled, demolished, processed, or otherwise modified or removed prior to authorization by the Department. The <span class=\"dictionary\">Department<\/span> shall <span class=\"dictionary\">cancel<\/span> the title, <span class=\"dictionary\">salvage certificate<\/span>, or other ownership document and <span class=\"dictionary\">issue<\/span> a <span class=\"dictionary\">nonrepairable certificate<\/span> for the vehicle to the <span class=\"dictionary\">salvage dealer<\/span>. <a id=\"paragraph-251853\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#A1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> There shall be no fee for the issuance of a <span class=\"dictionary\">nonrepairable certificate<\/span>. <a id=\"paragraph-251854\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#A2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B\"><p><span class=\"prefix-number\">B.<\/span> If a <span class=\"dictionary\">licensee<\/span> acquires any <span class=\"dictionary\">late model vehicle<\/span>, he shall immediately compare the vehicle identification number assigned by the manufacturer or the <span class=\"dictionary\">Department<\/span> or the identification number issued or assigned by another state with the title or <span class=\"dictionary\">salvage certificate<\/span> of the vehicle and shall notify the <span class=\"dictionary\">Department<\/span> as provided in subsection C. Such comparison and notification shall not be required of a <span class=\"dictionary\">demolisher<\/span> if the vehicle was acquired from a licensed <span class=\"dictionary\">salvage dealer<\/span>, <span class=\"dictionary\">rebuilder<\/span>, <span class=\"dictionary\">salvage pool<\/span>, or <span class=\"dictionary\">vehicle removal operator<\/span> and such <span class=\"dictionary\">licensee<\/span> delivers to the <span class=\"dictionary\">demolisher<\/span> a title or <span class=\"dictionary\">salvage certificate<\/span> for the vehicle. <a id=\"paragraph-251855\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C\"><p><span class=\"prefix-number\">C.<\/span> If the vehicle identification number has been altered, is missing, or appears to have been otherwise tampered with, the <span class=\"dictionary\">licensee<\/span> shall take no further action with regard to the vehicle except to safeguard it in its then-existing condition and shall promptly notify the <span class=\"dictionary\">Department<\/span>. The <span class=\"dictionary\">Department<\/span> shall, after an investigation has been made, notify the <span class=\"dictionary\">licensee<\/span> whether the vehicle can be freed from this limitation. In no event shall the vehicle be disassembled, demolished, processed, or otherwise modified or removed prior to authorization by the <span class=\"dictionary\">Department<\/span>. If the vehicle is a <span class=\"dictionary\">motorcycle<\/span>, the <span class=\"dictionary\">licensee<\/span> shall cause to be noted on the title or <span class=\"dictionary\">salvage certificate<\/span>, certifying on the face of the document, in addition to the above requirements, the frame number of the <span class=\"dictionary\">motorcycle<\/span> and motor number, if available. <a id=\"paragraph-251856\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#C\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D\"><p><span class=\"prefix-number\">D.<\/span> Except as provided in &#xA7; <a class=\"law\" title=\"Sale of vehicle at public auction by locality; disposition of proceeds\" href=\"\/46.2-1203\/\">46.2-1203<\/a>, after a vehicle has been demolished, the <span class=\"dictionary\">demolisher<\/span> shall, within five working days, deliver to the <span class=\"dictionary\">Department<\/span> the <span class=\"dictionary\">salvage certificate<\/span> or title, certifying on the face of the document that the vehicle has been destroyed. <a id=\"paragraph-251857\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#D\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"E\"><p><span class=\"prefix-number\">E.<\/span> Except as provided in &#xA7; <a class=\"law\" title=\"Sale of vehicle at public auction by locality; disposition of proceeds\" href=\"\/46.2-1203\/\">46.2-1203<\/a>, it shall be unlawful for any <span class=\"dictionary\">licensee<\/span> to purchase, receive, take into inventory, or otherwise accept from any person any <span class=\"dictionary\">late model vehicle<\/span> unless, as a part of any such transaction, the <span class=\"dictionary\">licensee<\/span> also receives a title, <span class=\"dictionary\">salvage certificate<\/span>, <span class=\"dictionary\">nonrepairable certificate<\/span>, or other ownership documents, issued by an appropriate regulatory agency within or without the Commonwealth, relating to such vehicle. Every <span class=\"dictionary\">licensee<\/span> shall maintain as a part of his business records a title, <span class=\"dictionary\">salvage certificate<\/span>, <span class=\"dictionary\">nonrepairable certificate<\/span>, or other ownership documents, issued by an appropriate regulatory agency within or without the Commonwealth, pertaining to every <span class=\"dictionary\">late model vehicle<\/span> in his inventory or <span class=\"dictionary\">possession<\/span>. <a id=\"paragraph-251858\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#E\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F\"><p><span class=\"prefix-number\">F.<\/span> If a <span class=\"dictionary\">licensee<\/span> intends to utilize machinery to crush, flatten, or otherwise reduce one or more <span class=\"dictionary\">vehicles<\/span> to a state where it can no longer be considered a vehicle at a location other than the location specified on the license filed with the <span class=\"dictionary\">Department<\/span>, the <span class=\"dictionary\">licensee<\/span> shall apply to the <span class=\"dictionary\">Department<\/span> for a permit of operation in a manner prescribed by the <span class=\"dictionary\">Commissioner<\/span>. Each permit shall be valid for a period not to exceed 15 days and shall specify the location of intended operation. The cost of each permit shall be $15. <a id=\"paragraph-251859\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#F\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"G\"><p><span class=\"prefix-number\">G.<\/span> The <span class=\"dictionary\">licensee<\/span> shall comply with all applicable federal title reporting requirements, including the reporting requirements of the National <span class=\"dictionary\">Motor Vehicle<\/span> Title Information System pursuant to 28 C.F.R. &#xA7; 25.56. <a id=\"paragraph-251860\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/46.2-1603.1\/#G\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nDUTIES OF LICENSEES (\u00a7 46.2-1603.1)\n\nA. If a salvage vehicle is purchased by a salvage dealer and the vehicle is sold\nas a unit to anyone other than a demolisher, rebuilder, vehicle removal\noperator, or scrap metal processor, the purchaser shall obtain from the\nDepartment a salvage certificate. If the sale is to a demolisher or vehicle\nremoval operator, the salvage vehicle shall be assigned in the space provided\nfor such assignments on the existing salvage certificate. If a vehicle is\npurchased by a salvage dealer and disassembled for parts only or demolished by a\ndemolisher, the salvage dealer shall immediately and conspicuously indicate on\nthe salvage certificate or title that the vehicle was disassembled for parts\nonly or demolished and immediately forward the salvage certificate or title to\nthe Department for cancellation. The Department shall cancel the title or\nsalvage certificate and issue a nonrepairable certificate for the vehicle to the\nsalvage dealer.\n\n   1. If a vehicle for which a title or salvage certificate or other ownership\n   document has been issued by a foreign jurisdiction and is purchased by a\n   salvage dealer or demolisher and disassembled for parts only or demolished by\n   a demolisher, the salvage dealer or demolisher shall immediately and\n   conspicuously indicate on the salvage certificate, title, or other ownership\n   document that the vehicle was disassembled for parts only or demolished and\n   immediately forward the salvage certificate, title or other ownership document\n   to the Department for cancellation. The Department shall cancel the title,\n   salvage certificate, or other ownership document and issue a nonrepairable\n   certificate for the vehicle to the salvage dealer.\n\n   2. There shall be no fee for the issuance of a nonrepairable certificate.\n\nB. If a licensee acquires any late model vehicle, he shall immediately compare\nthe vehicle identification number assigned by the manufacturer or the Department\nor the identification number issued or assigned by another state with the title\nor salvage certificate of the vehicle and shall notify the Department as\nprovided in subsection C. Such comparison and notification shall not be required\nof a demolisher if the vehicle was acquired from a licensed salvage dealer,\nrebuilder, salvage pool, or vehicle removal operator and such licensee delivers\nto the demolisher a title or salvage certificate for the vehicle.\n\nC.
