Any special license plate issued to a disabled veteran pursuant to this subsection may be transferred, upon his death, to his unremarried surviving spouse. These license plates shall be special permanent red, white, and blue license plates bearing the letters “DV.” The application shall be accompanied by a certification from the U.S. Department of Veterans Affairs that the veteran’s disability is service-connected. This law was first created in 1972. The record of its establishment is cataloged in chapter 80 of that year\u2019s edition of \u201cActs of Assembly,\u201d the annual state publication listing all changes made to the Code of Virginia in that year. Unfortunately, the 1972 \u201cActs\u201d aren\u2019t available online. It has been modified 10 times. A.<\/span> On receipt of an application, the Commissioner<\/span> shall issue<\/span> special license plates<\/span> to applicants who are veterans who have been certified by the U.S. Department<\/span> of Veterans Affairs to have a service-connected disability or unremarried surviving spouses of disabled veterans<\/span> as defined in § 46.2-100<\/a>. Any special license plate<\/span> issued to a disabled veteran<\/span> pursuant to this subsection may be transferred, upon his death, to his unremarried surviving spouse. These license plates<\/span> shall be special permanent red, white, and blue license plates<\/span> bearing the letters “DV.” The application shall be accompanied by a certification from the U.S. Department<\/span> of Veterans Affairs that the veteran’s disability is service-connected. License plates<\/span> issued under this subsection shall not permit the vehicles<\/span> upon which they are displayed to use parking spaces reserved for persons with disabilities that limit or impair their ability to walk. <\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t

The Commissioner<\/span> shall require that such application be accompanied by a certification signed by a licensed physician, licensed podiatrist, licensed chiropractor, licensed advanced practice registered nurse, or licensed physician assistant to that effect. Special DV disabled parking license plates<\/span> issued under this subsection shall authorize the vehicles<\/span> upon which they are displayed to use parking spaces reserved for persons with disabilities that limit or impair their ability to walk. <\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t

C.<\/span> No annual registration fee, as prescribed in § 46.2-694<\/a>, and no annual fee, as set forth in subdivision B 3 of § 46.2-725<\/a>, shall be required for any one motor vehicle<\/span> owned and used personally by any disabled veteran<\/span> as defined in § 46.2-100<\/a> or the unremarried surviving spouse of such disabled veteran<\/span>, provided that such vehicle displays license plates issued under this section. <\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t
