Employees of the Authority shall not participate in any strike or assert any right to strike against the Authority, and any employment agreement entered into by the Authority shall contain an explicit prohibition against strikes by the employee or employees covered by such agreement. The Authority shall comply with any act of Congress concerning former employees of the Federal Aviation Administration and Metropolitan Washington Airports;11\n\nTo sue and be sued in its own name, plead and be impleaded;12\n\nTo construct or permit the construction of commercial and other facilities consistent with the purposes of this act upon the airport property on terms established by the Authority;13\n\nTo make and enter into all contracts and agreements necessary or desirable to the performance of its duties, the proper operation of the airports and the furnishing of services to the travelling public and airport users, including contracts for normal governmental services on a reimbursable basis with local political subdivisions where the Authority Facilities are situated and with the District of Columbia government; and any such contracts shall be exclusive or limited when it is necessary to further the public safety, improve the quality of service, avoid duplication of services, or conserve airport property and the airport environment;14\n\nTo apply for, receive and accept such payments, appropriations, grants, gifts, loans, advances, and other funds, properties, and services as may be transferred or made available to it by the United States government or any other public or private entity or individual;15\n\nTo make payments to reimburse the local political subdivisions where the Authority Facilities are situated for extraordinary law-enforcement costs incurred by such localities; and16\n\nTo do all acts and things necessary or convenient to carry out the powers expressly granted in this act.B\n\nPursuant to Section 6007 (b) of the Metropolitan Washington Airports Act of 1986, the Authority is established solely to operate and improve both metropolitan Washington airports as primary airports serving the metropolitan Washington area and shall be independent of the Commonwealth and its local political subdivisions, the District of Columbia and the federal government in the performance and exercise of the airport-related duties and powers enumerated in subdivisions 1 through 16 of subsection A of this section. The Authority shall comply with any act of Congress concerning former employees of the Federal Aviation Administration and Metropolitan Washington <span class=\"dictionary\">Airports<\/span>; <a id=\"paragraph-294766\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A11\" class=\"indent-1\"><p><span class=\"prefix-number\">11.<\/span> To sue and be sued in its own name, plead and be impleaded; <a id=\"paragraph-294767\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A11\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A12\" class=\"indent-1\"><p><span class=\"prefix-number\">12.<\/span> To construct or permit the construction of commercial and other facilities consistent with the purposes of this act upon the <span class=\"dictionary\">airport<\/span> property on terms established by the Authority; <a id=\"paragraph-294768\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A12\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A13\" class=\"indent-1\"><p><span class=\"prefix-number\">13.<\/span> To make and enter into all <span class=\"dictionary\">contracts<\/span> and agreements necessary or desirable to the performance of its duties, the proper operation of the <span class=\"dictionary\">airports<\/span> and the furnishing of services to the travelling public and <span class=\"dictionary\">airport<\/span> users, including <span class=\"dictionary\">contracts<\/span> for normal governmental services on a reimbursable basis with local political subdivisions where the Authority Facilities are situated and with the District of Columbia government; and any such <span class=\"dictionary\">contracts<\/span> shall be exclusive or limited when it is necessary to further the public safety, improve the quality of service, avoid duplication of services, or conserve <span class=\"dictionary\">airport<\/span> property and the <span class=\"dictionary\">airport<\/span> environment; <a id=\"paragraph-294769\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A13\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A14\" class=\"indent-1\"><p><span class=\"prefix-number\">14.<\/span> To apply for, receive and accept such payments, appropriations, grants, gifts, loans, advances, and other funds, properties, and services as may be transferred or made available to it by the United States government or any other public or private entity or individual; <a id=\"paragraph-294770\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A14\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A15\" class=\"indent-1\"><p><span class=\"prefix-number\">15.<\/span> To make payments to reimburse the local political subdivisions where the Authority Facilities are situated for extraordinary <span class=\"dictionary\">law<\/span>-enforcement costs incurred by such localities; and <a id=\"paragraph-294771\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A15\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"A16\" class=\"indent-1\"><p><span class=\"prefix-number\">16.<\/span> To do all acts and things necessary or convenient to carry out the powers expressly granted in this act. <a id=\"paragraph-294772\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#A16\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B\"><p><span class=\"prefix-number\">B.<\/span> Pursuant to Section 6007 (b) of the Metropolitan Washington <span class=\"dictionary\">Airports<\/span> Act of 1986, the Authority is established solely to operate and improve both metropolitan Washington <span class=\"dictionary\">airports<\/span> as primary <span class=\"dictionary\">airports<\/span> serving the metropolitan Washington area and shall be independent of the Commonwealth and its local political subdivisions, the District of Columbia and the federal government in the performance and exercise of the <span class=\"dictionary\">airport<\/span>-related duties and powers enumerated in subdivisions 1 through 16 of subsection A of this section. Any conflict between the exercise of these enumerated powers by the Authority and the powers of any local political subdivision within which Authority Facilities are situated shall be resolved in favor of the Authority. <a id=\"paragraph-294773\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/5.1-156\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nPOWERS AND DUTIES OF THE AUTHORITY (\u00a7 5.1-156)\n\nA. For the purpose of acquiring, operating, maintaining, developing, promoting\nand protecting Ronald Reagan Washington National Airport and Washington Dulles\nInternational Airport together as primary airports for public purposes serving\nthe metropolitan Washington area, the Authority shall have all necessary or\nconvenient powers including, but not limited to, the power:\n\n   1. To adopt and amend bylaws for the regulation of its affairs and the conduct\n   of its business;\n\n   2. To plan, establish, operate, develop, construct, enlarge, maintain, equip\n   and protect the airports;\n\n   3. To adopt and amend regulations to carry out the powers granted by this\n   section;\n\n   4. To adopt an official seal and alter the same at its pleasure;\n\n   5. To appoint one or more advisory committees;\n\n   6. To issue revenue bonds of the Authority for any of its purposes, payable\n   solely from the fees and revenues pledged for their payment, and to refund its\n   bonds, all as provided in this act;\n\n   7. To borrow money on a short-term basis and issue from time to time its notes\n   therefor payable on such terms, conditions or provisions as it may deem\n   advisable;\n\n   8. To fix, revise, charge, and collect rates, fees, rentals and other charges\n   for the use of the airports;\n\n   9. To acquire, hold and dispose of real and personal property in the exercise\n   of its powers and the performance of its duties under this act;\n\n   10. To employ, in its discretion, consulting engineers, attorneys,\n   accountants, construction and financial experts, superintendents, managers,\n   and such other employees and agents as may be necessary, and to fix their\n   compensation and benefits. Employees of the Authority shall not participate in\n   any strike or assert any right to strike against the Authority, and any\n   employment agreement entered into by the Authority shall contain an explicit\n   prohibition against strikes by the employee or employees covered by such\n   agreement.
