The net profits from the operation of such store that are generated from the inmates’ accounts shall be used within the facility for educational, recreational or medical purposes for the benefit of the inmates to include behavioral health, substance abuse, reentry, and rehabilitative services for the benefit of inmates and may be expended to pay for the training, salaries, and benefits of employees or contractors whose primary job is to provide such programs and services to the inmates. The sheriff shall be the purchasing agent in all matters involving the commissary and nonappropriated funds received from inmates. This law was first created in 1993. The record of its establishment is cataloged in chapters 314 and 616 of that year\u2019s edition of \u201cActs of Assembly,\u201d the annual state publication listing all changes made to the Code of Virginia in that year. Unfortunately, the 1993 \u201cActs\u201d aren\u2019t available online. It has been modified 3 times. Those modifications are cataloged by \u201cThe Acts of Assembly,\u201d a state publication, by year and chapter.
