An authority created pursuant to this article and any trustee acting under\nany trust indenture are specifically authorized from time to time to sell,\nlease, grant, exchange, or otherwise dispose of any surplus property, both real\nand personal, or interest therein not required in the normal operation of and\nusable in the furtherance of the purpose for which the authority was created,\nexcept as such right and power may be limited as provided in § 53.1-95.8\nhereof;\n\n11. To sue and be sued in its own name, plead and be impleaded;\n\n12. To adopt, amend, or repeal bylaws, rules, and regulations, not inconsistent\nwith this article or the general laws of the Commonwealth, for the regulation of\nits affairs and the conduct of its business and to carry into effect its powers\nand purposes;\n\n13.
