Any city or <span class=\"dictionary\">county<\/span> participating in the authority may lend, advance, or give money or <span class=\"dictionary\">materials<\/span> or property of any kind to the authority; <a id=\"paragraph-234454\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/53.1-95.7\/#8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"9\"><p><span class=\"prefix-number\">9.<\/span> To exercise any power usually possessed by private corporations performing similar functions, which is not in conflict with the Constitution and <span class=\"dictionary\">laws<\/span> of the Commonwealth; <a id=\"paragraph-234455\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/53.1-95.7\/#9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"10\"><p><span class=\"prefix-number\">10.<\/span> An authority created pursuant to this article and any trustee acting under any trust indenture are specifically authorized from time to time to sell, lease, grant, exchange, or otherwise dispose of any surplus property, both real and personal, or interest therein not required in the normal operation of and usable in the furtherance of the purpose for which the authority was created, except as such right and power may be limited as provided in &#xA7; <a class=\"law\" title=\"Authority of superintendent and jail officers; oath and bond; fees charged to prisoner\" href=\"\/53.1-95.8\/\">53.1-95.8<\/a> hereof; <a id=\"paragraph-234456\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/53.1-95.7\/#10\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"11\"><p><span class=\"prefix-number\">11.<\/span> To sue and be sued in its own name, plead and be impleaded; <a id=\"paragraph-234457\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/53.1-95.7\/#11\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"12\"><p><span class=\"prefix-number\">12.<\/span> To adopt, <span class=\"dictionary\">amend<\/span>, or repeal bylaws, rules, and regulations, not inconsistent with this article or the general <span class=\"dictionary\">laws<\/span> of the Commonwealth, for the regulation of its affairs and the conduct of its business and to carry into effect its powers and purposes; <a id=\"paragraph-234458\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/53.1-95.7\/#12\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"13\"><p><span class=\"prefix-number\">13.<\/span> To do all things necessary or convenient to carry out the powers expressly given in this article. <a id=\"paragraph-234459\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/53.1-95.7\/#13\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nPOWERS OF AUTHORITY (\u00a7 53.1-95.7)\n\nEach authority created hereunder shall be deemed to be an instrumentality\nexercising public and essential governmental functions to provide for the public\nsafety and welfare, and each such authority is hereby authorized and empowered:\n\n1. To have a seal and alter the same at pleasure;\n\n2. To acquire by gift, purchase, lease, or otherwise, and to hold, to sell, at\npublic or private sale, or exchange, lease, mortgage, pledge, subordinate\ninterest in, or otherwise dispose of real and personal property of every kind\nand character for its purposes;\n\n3. To appoint, select, and employ officers, agents, and employees, including a\nsuperintendent of the regional correctional facility and necessary jail officers\nand employees therefor, and also including engineering and construction experts,\nfiscal agents and attorneys, and to fix their respective compensations;\n\n4. To make contracts and leases and to execute all instruments necessary or\nconvenient, including contracts for construction and financing of projects and\nleases of projects or contracts with respect to the use of projects which it\ncauses to be erected or acquired, and to dispose by conveyance of its title in\nfee simple of real and personal property of every kind and character, and any\nand all political subdivisions, departments, institutions, or agencies of the\nCommonwealth are hereby authorized to enter into contracts, leases, or\nagreements with the authority upon such terms and for such purposes as they deem\nadvisable;\n\n5. To construct, erect, acquire, own, repair, remodel, maintain, add to, extend,\nimprove, equip, furnish, operate, and manage projects, the cost of any such\nproject to be paid in whole or in part from the proceeds or other funds made\navailable to the authority;\n\n6. To accept loans and grants of money or materials or property of any kind from\nthe United States of America or any agency or instrumentality thereof, upon such\nterms and conditions as the United States of America or such agency or\ninstrumentality may impose;\n\n7. To accept loans and grants of money or materials or property of any kind from\nthe Commonwealth of Virginia or any agency or instrumentality or political\nsubdivision thereof, upon such terms and conditions as the Commonwealth of\nVirginia or such agency or instrumentality or political subdivision may impose;\n\n8. To borrow money for any of its corporate purposes and to execute evidences of\nsuch indebtedness and to secure the same and to issue negotiable revenue bonds\npayable solely from funds pledged for that purpose and to provide for the\npayment of the same and for the rights of the holders thereof.
