Only the results of amateur events conducted by a sanctioning organization in good standing and in compliance with this section shall be recognized for purposes of reporting bout results to a national database or official registry. Every sanctioning organization, insofar as practicable, shall observe and apply the unified rules adopted by the Association of Boxing Commissions. Notwithstanding any other provision of law or regulation, for purposes of amateur martial arts events, weight classes and bout rules governing round length, judging, and scoring shall conform with the Association of Boxing Commissions unified rules.B\n\nNo amateur martial artist shall compete in an event who has:1\n\nNot attained the age of 18 years;2\n\nBeen knocked out in the 60 days immediately preceding the date of the event;3\n\nBeen technically knocked out in the 30 days preceding the date of the event;4\n\nBeen a contestant in an event consisting of (i) more than six rounds during the 15 days preceding the date of the event or (ii) six or fewer rounds during the seven days preceding the event;5\n\nSuffered a cerebral hemorrhage or other serious physical injury;6\n\nBeen found to be blind or vision impaired in one or both eyes;7\n\nBeen denied a license or approval to compete by another jurisdiction for medical reasons;8\n\nFailed to provide negative test results, dated within 180 days preceding the date of the event, for the following: (i) antibodies to the human immunodeficiency virus; (ii) hepatitis B surface antigen (HBsAg); and (iii) antibodies to the hepatitis C virus; or9\n\nFailed to provide written certification from a licensed physician, dated within 180 days preceding the date of the event, attesting to the contestant&#8217;s good physical health and absence of any preexisting conditions or observed abnormalities that would prevent participation in the event. The examination performed by the ringside physician at the event pursuant to clause (ii) of subdivision C 3 shall not satisfy this requirement.C\n\nFor each amateur martial arts event, the sanctioning organization shall:1\n\nReview the records, experience, and consecutive losses for each amateur martial artist prior to each event to determine, to the extent possible, that contestants scheduled to compete are substantially equal in skills and ability;2\n\nVerify that each amateur martial artist scheduled to compete is covered by health insurance;3\n\nAppoint a physician who has held a license to practice medicine for at least three years in any jurisdiction of the United States and who is currently licensed to practice medicine in the Commonwealth to remain at ringside on a continuous basis. Duties of the ringside physician shall include (i) conducting a physical examination of each referee immediately prior to the event to assure his fitness to act in such capacity, (ii) conducting a physical examination and taking a medical history of each amateur martial artist prior to the contestant&#8217;s entering the ring and certifying the contestant&#8217;s physical condition, (iii) signaling the referee immediately in the event that an injury is observed, (iv) rendering immediate medical aid to any amateur martial artist injured during an event, and (v) ensuring that all substances in the possession of seconds, trainers, or cut men are appropriate for use on amateur martial artists during the course of the event;4\n\nAssign a sufficient number of qualified officials, including locker room inspectors, judges, timekeepers, and referees, to protect the health and safety of amateur martial artists and the public. Duties of the referee shall include (i) providing prefight instructions to the contestants; (ii) ensuring that each amateur martial artist is wearing gloves supplied by the sanctioning organization or event promoter that are in new or good condition, weighing between four and six ounces; (iii) exercising supervision over the conduct of the bout and taking immediate corrective action when necessary; (iv) immediately stopping any bout when, in his judgment, one contestant is outclassed by the other, injured, or otherwise unable to continue safely; (v) striving to perform his duties in a manner that does not impede the fair participation of either contestant; (vi) consulting, when he deems appropriate, with the ringside physician on the advisability of stopping the bout if either contestant appears injured or unable to continue; (vii) counting for knockdowns and knockouts, determining fouls and stopping contests, and immediately stopping any bout if one or both contestants are not putting forth their best effort; and (viii) ensuring the health and well-being of the amateur martial artists to the greatest extent possible; and5\n\nRequire a fully equipped emergency medical services vehicle with a currently trained ambulance crew at the site of every amateur event for its entire duration.D\n\nAny sanctioning organization seeking approval under this section shall make a written application on a form prescribed by the Director. The application shall be accompanied by a fee of $500. The Director shall annually approve sanctioning organizations whose applications satisfactorily demonstrate evidence of standards and operations in place that are at least as rigorous as and limited to those required by this section. Following an informal fact-finding proceeding conducted pursuant to &#xA7; 2.2-4019, the Director may withdraw his approval of any sanctioning organization that has failed to comply with this section based on (i) the review of the annual report submitted by the sanctioning organization or (ii) review of a complaint received pursuant to subdivision A 8 of &#xA7; 54.1-201 or &#xA7; 54.1-307.1.E\n\nA sanctioning organization seeking approval from the Director shall provide documented evidence (i) of operation as a business for at least the immediately preceding three years; (ii) of at least five years of experience as a sanctioning organization representing at least two different promotions during such five-year period or that the principal officers have at least eight years of experience working as a referee or head official for an established sanctioning organization without adverse financial or disciplinary action in any jurisdiction; (iii) indicating that none of its officers, employees, or agents, directly or indirectly, has any pecuniary interest in, or holds any position with, any business associated with a promoter or otherwise operates for the sole benefit of a single promoter; and (iv) of assurance that events will be conducted in a fair and impartial manner with avoidance of any impropriety or appearance of impropriety.F\n\nEach approved sanctioning organization shall submit an annual report to the Director on or before February 1, with a summary of the events conducted for the preceding calendar year. The Director may address any operational or compliance issues with the sanctioning organization consistent with and in furtherance of the objectives of this section. Notwithstanding any other provision of <span class=\"dictionary\">law<\/span> or regulation, for purposes of <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial arts<\/span> <span class=\"dictionary\">events<\/span>, weight classes and bout rules governing round length, judging, and scoring shall conform with the Association of <span class=\"dictionary\">Boxing<\/span> Commissions unified rules. <a id=\"paragraph-281419\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#A\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B\"><p><span class=\"prefix-number\">B.<\/span> No <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artist<\/span> shall compete in an <span class=\"dictionary\">event<\/span> who has: <a id=\"paragraph-281420\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> Not attained the age of 18 years; <a id=\"paragraph-281421\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Been knocked out in the 60 days immediately preceding the date of the <span class=\"dictionary\">event<\/span>; <a id=\"paragraph-281422\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Been technically knocked out in the 30 days preceding the date of the <span class=\"dictionary\">event<\/span>; <a id=\"paragraph-281423\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B4\" class=\"indent-1\"><p><span class=\"prefix-number\">4.<\/span> Been a contestant in an <span class=\"dictionary\">event<\/span> consisting of (i) more than six rounds during the 15 days preceding the date of the <span class=\"dictionary\">event<\/span> or (ii) six or fewer rounds during the seven days preceding the <span class=\"dictionary\">event<\/span>; <a id=\"paragraph-281424\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B4\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B5\" class=\"indent-1\"><p><span class=\"prefix-number\">5.<\/span> Suffered a cerebral hemorrhage or other serious physical injury; <a id=\"paragraph-281425\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B5\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B6\" class=\"indent-1\"><p><span class=\"prefix-number\">6.<\/span> Been found to be blind or vision impaired in one or both eyes; <a id=\"paragraph-281426\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B6\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B7\" class=\"indent-1\"><p><span class=\"prefix-number\">7.<\/span> Been denied a license or approval to compete by another <span class=\"dictionary\">jurisdiction<\/span> for medical reasons; <a id=\"paragraph-281427\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B7\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B8\" class=\"indent-1\"><p><span class=\"prefix-number\">8.<\/span> Failed to provide negative test results, dated within 180 days preceding the date of the <span class=\"dictionary\">event<\/span>, for the following: (i) antibodies to the human immunodeficiency virus; (ii) hepatitis B surface antigen (HBsAg); and (iii) antibodies to the hepatitis C virus; or <a id=\"paragraph-281428\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B8\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"B9\" class=\"indent-1\"><p><span class=\"prefix-number\">9.<\/span> Failed to provide written certification from a licensed physician, dated within 180 days preceding the date of the <span class=\"dictionary\">event<\/span>, attesting to the contestant&#8217;s good physical health and absence of any preexisting conditions or observed abnormalities that would prevent participation in the <span class=\"dictionary\">event<\/span>. The examination performed by the ringside physician at the <span class=\"dictionary\">event<\/span> pursuant to clause (ii) of subdivision C 3 shall not satisfy this requirement. <a id=\"paragraph-281429\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#B9\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C\"><p><span class=\"prefix-number\">C.<\/span> For each <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial arts<\/span> <span class=\"dictionary\">event<\/span>, the <span class=\"dictionary\">sanctioning organization<\/span> shall: <a id=\"paragraph-281430\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#C\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C1\" class=\"indent-1\"><p><span class=\"prefix-number\">1.<\/span> Review the records, experience, and consecutive losses for each <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artist<\/span> prior to each <span class=\"dictionary\">event<\/span> to determine, to the extent possible, that contestants scheduled to compete are substantially equal in skills and ability; <a id=\"paragraph-281431\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#C1\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C2\" class=\"indent-1\"><p><span class=\"prefix-number\">2.<\/span> Verify that each <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artist<\/span> scheduled to compete is covered by health insurance; <a id=\"paragraph-281432\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#C2\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C3\" class=\"indent-1\"><p><span class=\"prefix-number\">3.<\/span> Appoint a physician who has held a license to practice medicine for at least three years in any <span class=\"dictionary\">jurisdiction<\/span> of the United States and who is currently licensed to practice medicine in the Commonwealth to remain at ringside on a continuous basis. Duties of the ringside physician shall include (i) conducting a physical examination of each referee immediately prior to the <span class=\"dictionary\">event<\/span> to assure his fitness to act in such capacity, (ii) conducting a physical examination and taking a medical history of each <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artist<\/span> prior to the contestant&#8217;s entering the ring and certifying the contestant&#8217;s physical condition, (iii) signaling the referee immediately in the <span class=\"dictionary\">event<\/span> that an injury is observed, (iv) rendering immediate medical aid to any <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artist<\/span> injured during an <span class=\"dictionary\">event<\/span>, and (v) ensuring that all substances in the <span class=\"dictionary\">possession<\/span> of seconds, trainers, or cut men are appropriate for use on <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artists<\/span> during the course of the <span class=\"dictionary\">event<\/span>; <a id=\"paragraph-281433\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#C3\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C4\" class=\"indent-1\"><p><span class=\"prefix-number\">4.<\/span> Assign a sufficient number of qualified officials, including locker room inspectors, <span class=\"dictionary\">judges<\/span>, timekeepers, and referees, to protect the health and safety of <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artists<\/span> and the public. Duties of the referee shall include (i) providing prefight instructions to the contestants; (ii) ensuring that each <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artist<\/span> is wearing gloves supplied by the <span class=\"dictionary\">sanctioning organization<\/span> or <span class=\"dictionary\">event<\/span> <span class=\"dictionary\">promoter<\/span> that are in new or good condition, weighing between four and six ounces; (iii) exercising supervision over the conduct of the bout and taking immediate corrective action when necessary; (iv) immediately stopping any bout when, in his <span class=\"dictionary\">judgment<\/span>, one contestant is outclassed by the other, injured, or otherwise unable to continue safely; (v) striving to perform his duties in a manner that does not impede the fair participation of either contestant; (vi) consulting, when he deems appropriate, with the ringside physician on the advisability of stopping the bout if either contestant appears injured or unable to continue; (vii) counting for knockdowns and knockouts, determining fouls and stopping contests, and immediately stopping any bout if one or both contestants are not putting forth their best effort; and (viii) ensuring the health and well-being of the <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">martial artists<\/span> to the greatest extent possible; and <a id=\"paragraph-281434\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#C4\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"C5\" class=\"indent-1\"><p><span class=\"prefix-number\">5.<\/span> Require a fully equipped emergency medical services vehicle with a currently trained ambulance crew at the site of every <span class=\"dictionary\">amateur<\/span> <span class=\"dictionary\">event<\/span> for its entire duration. <a id=\"paragraph-281435\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#C5\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"D\"><p><span class=\"prefix-number\">D.<\/span> Any <span class=\"dictionary\">sanctioning organization<\/span> seeking approval under this section shall make a written application on a form prescribed by the <span class=\"dictionary\">Director<\/span>. The application shall be accompanied by a fee of $500. The <span class=\"dictionary\">Director<\/span> shall annually approve <span class=\"dictionary\">sanctioning organizations<\/span> whose applications satisfactorily demonstrate <span class=\"dictionary\">evidence<\/span> of standards and operations in place that are at least as rigorous as and limited to those required by this section. Following an informal <span class=\"dictionary\">fact<\/span>-<span class=\"dictionary\">finding<\/span> proceeding conducted pursuant to &#xA7; <a class=\"law\" title=\"Informal fact finding proceedings\" href=\"\/2.2-4019\/\">2.2-4019<\/a>, the <span class=\"dictionary\">Director<\/span> may withdraw his approval of any <span class=\"dictionary\">sanctioning organization<\/span> that has failed to comply with this section based on (i) the review of the annual report submitted by the <span class=\"dictionary\">sanctioning organization<\/span> or (ii) review of a complaint received pursuant to subdivision A 8 of &#xA7; <a class=\"law\" title=\"Powers and duties of regulatory boards\" href=\"\/54.1-201\/\">54.1-201<\/a> or &#xA7; <a class=\"law\" title=\"Time for filing complaints against regulants\" href=\"\/54.1-307.1\/\">54.1-307.1<\/a>. <a id=\"paragraph-281436\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#D\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"E\"><p><span class=\"prefix-number\">E.<\/span> A <span class=\"dictionary\">sanctioning organization<\/span> seeking approval from the <span class=\"dictionary\">Director<\/span> shall provide documented <span class=\"dictionary\">evidence<\/span> (i) of operation as a business for at least the immediately preceding three years; (ii) of at least five years of experience as a <span class=\"dictionary\">sanctioning organization<\/span> representing at least two different <span class=\"dictionary\">promotions<\/span> during such five-year period or that the principal officers have at least eight years of experience working as a referee or head official for an established <span class=\"dictionary\">sanctioning organization<\/span> without adverse financial or disciplinary action in any <span class=\"dictionary\">jurisdiction<\/span>; (iii) indicating that none of its officers, employees, or agents, directly or indirectly, has any pecuniary interest in, or holds any position with, any business associated with a <span class=\"dictionary\">promoter<\/span> or otherwise operates for the sole benefit of a single <span class=\"dictionary\">promoter<\/span>; and (iv) of assurance that <span class=\"dictionary\">events<\/span> will be conducted in a fair and impartial manner with avoidance of any impropriety or <span class=\"dictionary\">appearance<\/span> of impropriety. <a id=\"paragraph-281437\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#E\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"F\"><p><span class=\"prefix-number\">F.<\/span> Each approved <span class=\"dictionary\">sanctioning organization<\/span> shall submit an annual report to the <span class=\"dictionary\">Director<\/span> on or before February 1, with a summary of the <span class=\"dictionary\">events<\/span> conducted for the preceding calendar year. The <span class=\"dictionary\">Director<\/span> may address any operational or compliance <span class=\"dictionary\">issues<\/span> with the <span class=\"dictionary\">sanctioning organization<\/span> consistent with and in furtherance of the objectives of this section. The <span class=\"dictionary\">Director<\/span> shall not intervene in the internal activities of a <span class=\"dictionary\">sanctioning organization<\/span> except to the extent necessary to prevent or cure violations of this section or any <span class=\"dictionary\">statute<\/span> governing the <span class=\"dictionary\">persons<\/span> or activities regulated pursuant to this chapter. <a id=\"paragraph-281438\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#F\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"G\"><p><span class=\"prefix-number\">G.<\/span> The Commonwealth, the <span class=\"dictionary\">Director<\/span>, the <span class=\"dictionary\">Department<\/span>, and any employee or representative shall be indemnified and held harmless from any liability resulting from or caused by a <span class=\"dictionary\">sanctioning organization<\/span> or <span class=\"dictionary\">persons<\/span> conducting activities on behalf of such <span class=\"dictionary\">regulant<\/span>. <a id=\"paragraph-281439\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/54.1-829.1\/#G\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nSANCTIONING ORGANIZATION; AMATEUR MARTIAL ARTS EVENTS (\u00a7 54.1-829.1)\n\nA. No event in which amateur participants compete in martial arts shall be\nauthorized in the Commonwealth unless the amateur event is conducted by a\nsanctioning organization approved by the Director. Only the results of amateur\nevents conducted by a sanctioning organization in good standing and in\ncompliance with this section shall be recognized for purposes of reporting bout\nresults to a national database or official registry. Every sanctioning\norganization, insofar as practicable, shall observe and apply the unified rules\nadopted by the Association of Boxing Commissions. Notwithstanding any other\nprovision of law or regulation, for purposes of amateur martial arts events,\nweight classes and bout rules governing round length, judging, and scoring shall\nconform with the Association of Boxing Commissions unified rules.\n\nB. No amateur martial artist shall compete in an event who has:\n\n   1. Not attained the age of 18 years;\n\n   2. Been knocked out in the 60 days immediately preceding the date of the\n   event;\n\n   3. Been technically knocked out in the 30 days preceding the date of the\n   event;\n\n   4. Been a contestant in an event consisting of (i) more than six rounds during\n   the 15 days preceding the date of the event or (ii) six or fewer rounds during\n   the seven days preceding the event;\n\n   5. Suffered a cerebral hemorrhage or other serious physical injury;\n\n   6. Been found to be blind or vision impaired in one or both eyes;\n\n   7. Been denied a license or approval to compete by another jurisdiction for\n   medical reasons;\n\n   8. Failed to provide negative test results, dated within 180 days preceding\n   the date of the event, for the following: (i) antibodies to the human\n   immunodeficiency virus; (ii) hepatitis B surface antigen (HBsAg); and (iii)\n   antibodies to the hepatitis C virus; or\n\n   9. Failed to provide written certification from a licensed physician, dated\n   within 180 days preceding the date of the event, attesting to the\n   contestant&#8217;s good physical health and absence of any preexisting\n   conditions or observed abnormalities that would prevent participation in the\n   event. The examination performed by the ringside physician at the event\n   pursuant to clause (ii) of subdivision C 3 shall not satisfy this requirement.\n\nC. For each amateur martial arts event, the sanctioning organization shall:\n\n   1. Review the records, experience, and consecutive losses for each amateur\n   martial artist prior to each event to determine, to the extent possible, that\n   contestants scheduled to compete are substantially equal in skills and\n   ability;\n\n   2. Verify that each amateur martial artist scheduled to compete is covered by\n   health insurance;\n\n   3. Appoint a physician who has held a license to practice medicine for at\n   least three years in any jurisdiction of the United States and who is\n   currently licensed to practice medicine in the Commonwealth to remain at\n   ringside on a continuous basis. Duties of the ringside physician shall include\n   (i) conducting a physical examination of each referee immediately prior to the\n   event to assure his fitness to act in such capacity, (ii) conducting a\n   physical examination and taking a medical history of each amateur martial\n   artist prior to the contestant&#8217;s entering the ring and certifying the\n   contestant&#8217;s physical condition, (iii) signaling the referee immediately\n   in the event that an injury is observed, (iv) rendering immediate medical aid\n   to any amateur martial artist injured during an event, and (v) ensuring that\n   all substances in the possession of seconds, trainers, or cut men are\n   appropriate for use on amateur martial artists during the course of the event;\n\n   4. Assign a sufficient number of qualified officials, including locker room\n   inspectors, judges, timekeepers, and referees, to protect the health and\n   safety of amateur martial artists and the public. Duties of the referee shall\n   include (i) providing prefight instructions to the contestants; (ii) ensuring\n   that each amateur martial artist is wearing gloves supplied by the sanctioning\n   organization or event promoter that are in new or good condition, weighing\n   between four and six ounces; (iii) exercising supervision over the conduct of\n   the bout and taking immediate corrective action when necessary; (iv)\n   immediately stopping any bout when, in his judgment, one contestant is\n   outclassed by the other, injured, or otherwise unable to continue safely; (v)\n   striving to perform his duties in a manner that does not impede the fair\n   participation of either contestant; (vi) consulting, when he deems\n   appropriate, with the ringside physician on the advisability of stopping the\n   bout if either contestant appears injured or unable to continue; (vii)\n   counting for knockdowns and knockouts, determining fouls and stopping\n   contests, and immediately stopping any bout if one or both contestants are not\n   putting forth their best effort; and (viii) ensuring the health and well-being\n   of the amateur martial artists to the greatest extent possible; and\n\n   5. Require a fully equipped emergency medical services vehicle with a\n   currently trained ambulance crew at the site of every amateur event for its\n   entire duration.\n\nD. Any sanctioning organization seeking approval under this section shall make a\nwritten application on a form prescribed by the Director. The application shall\nbe accompanied by a fee of $500. The Director shall annually approve sanctioning\norganizations whose applications satisfactorily demonstrate evidence of\nstandards and operations in place that are at least as rigorous as and limited\nto those required by this section. Following an informal fact-finding proceeding\nconducted pursuant to &#xA7; 2.2-4019, the Director may withdraw his approval of\nany sanctioning organization that has failed to comply with this section based\non (i) the review of the annual report submitted by the sanctioning organization\nor (ii) review of a complaint received pursuant to subdivision A 8 of &#xA7;\n54.1-201 or &#xA7; 54.1-307.1.\n\nE. Each approved sanctioning organization shall submit an annual report to the\nDirector on or before February 1, with a summary of the events conducted for the\npreceding calendar year. The Director may address any operational or compliance\nissues with the sanctioning organization consistent with and in furtherance of\nthe objectives of this section. The Director shall not intervene in the internal\nactivities of a sanctioning organization except to the extent necessary to\nprevent or cure violations of this section or any statute governing the persons\nor activities regulated pursuant to this chapter.\n\nG.
