The <span class=\"dictionary\">Committee<\/span> may direct the advisory council to synthesize technical information for the <span class=\"dictionary\">Committee<\/span>, provide recommendations related to monitoring <span class=\"dictionary\">SWIFT Project<\/span> impacts, and provide other advice and support. <a id=\"paragraph-313039\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/62.1-273\/#D\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>\n\t\t\t\t\t\t<section id=\"E\"><p><span class=\"prefix-number\">E.<\/span> The authority granted to the <span class=\"dictionary\">Committee<\/span> pursuant to this section shall not be construed to prohibit or limit the <span class=\"dictionary\">Department<\/span>, the State Water Control Board, or the State Health Commissioner from taking any lawful action related to the <span class=\"dictionary\">SWIFT Project<\/span>. <a id=\"paragraph-313040\" class=\"section-permalink\" href=\"https:\/\/vacode.org\/62.1-273\/#E\"><i class=\"fa fa-link\"><\/i><\/a><\/p><\/section>","plain_text":"                                 CODE OF VIRGINIA\n\nCOMMITTEE DUTIES AND FUNCTIONS (\u00a7 62.1-273)\n\nA. The Committee shall be responsible for ensuring that the SWIFT Project,\nincluding its effect on the Potomac Aquifer, is monitored independently.\n\nB. The Committee shall periodically, but not less than every five years, obtain\nan evaluation of the work of the Potomac Aquifer Recharge Monitoring Laboratory\nby an independent panel of national experts convened under the auspices of the\nNational Water Research Institute or a similar organization. The evaluation\nshall address (i) monitoring parameter selection procedures; (ii) analytical\nmethods and screening techniques; (iii) monitoring locations, frequency,\nresults, and interpretation; (iv) modeling activities; and (v) research\nactivities.\n\nC. Additional related activities of the Committee may include:\n\n   1. Ensuring that a monitoring program is developed and implemented for\n   monitoring water quality, geological, aquifer pressure, land subsidence, and\n   other SWIFT Project-related impacts;\n\n   2. Ensuring independent review of data concerning the quality of the final\n   water produced by the SWIFT Project and upstream process control testing\n   conducted by HRSD in the course of operating the SWIFT Project;\n\n   3. Ensuring that a continuous record of monitoring data is maintained and\n   available;\n\n   4. Ensuring that projections are made of the effects of the SWIFT Project;\n\n   5. Ensuring that the Laboratory operations are separate, distinct, and\n   independent from operations by HRSD;\n\n   6. Ensuring that research or modeling on aquifer science, managed aquifer\n   recharge, water reuse treatment, wastewater treatment, and advanced treatment\n   technology is conducted and coordinated with the appropriate stakeholders;\n\n   7. Ensuring that data on the status and performance of the SWIFT Project and\n   on any changes in the condition of the aquifer due to the SWIFT Project are\n   synthesized, reported, and submitted at least once a year to the relevant\n   regulatory agencies and made available to localities, water authorities, the\n   general public, and other stakeholders within the Eastern Virginia Groundwater\n   Management Area;\n\n   8. Serving as a liaison with stakeholders in the Eastern Virginia Groundwater\n   Management Area;\n\n   9. Ensuring that informational material related to the SWIFT Project is\n   readily available to the public;\n\n   10. Ensuring that the Laboratory is established to fulfill the above\n   responsibilities;\n\n   11. In the event that the Committee finds there to be, related to the SWIFT\n   Project, an imminent danger to the environment, a public water supply, or\n   public health, welfare, or safety, referring such matter to the State Water\n   Control Board for the potential issuance of an emergency order to cease\n   injection or make changes pursuant to subdivisions (8a) and (8b) of &#xA7;\n   62.1-44.15 or to the Virginia Department of Health for the potential issuance\n   of an emergency order to cease injection or make changes pursuant to &#xA7;\n   32.1-13 or 32.1-175; and\n\n   12. In the event that the Committee finds that SWIFT Project water does not\n   meet HRSD standards for tasting events, directing HRSD to discontinue its use\n   of SWIFT Project water in water tasting demonstrations or limited\n   demonstration-scale promotional products.\n\nD. The Committee may establish an advisory council to provide scientific and\ntechnical expertise in fields including aquifer science, managed aquifer\nrecharge, wastewater treatment, advanced water treatment technology, water\nreuse, geology, geochemistry, hydrogeology, and related fields. The Committee\nmay direct the advisory council to synthesize technical information for the\nCommittee, provide recommendations related to monitoring SWIFT Project impacts,\nand provide other advice and support.\n\nE.
