LOANS AND GRANTS FOR REGIONAL PROJECTS, ETC (§ 10.1-603.35)

In approving loans and grants, the Department shall give preference to loans and
grants for projects that will utilize private industry in the operation and
maintenance of such projects where a material savings in cost can be shown over
public operation and maintenance; will serve two or more local governments to
encourage regional cooperation; or both.
