CODE OF VIRGINIA

COMMENCING PROJECT WITHOUT CERTIFICATE OR REGISTRATION GROUNDS FOR REFUSING TO
ISSUE LICENSE (§ 32.1-102.10)

Commencing any project without a certificate or registration required by this
article shall constitute grounds for refusing to issue a license for such
project. Persons commencing any project without a certificate or registration as
required by this article shall be subject to the penalties set forth in §§
32.1-27 and 32.1-27.1.
