						<section><p>Any decision by the <span class="dictionary">Department</span> rendered pursuant to <span class="dictionary">hearings</span> under &#xA7;&#xA0;<a class="law" title="Issuance of special orders; civil penalties" href="/10.1-1309/">10.1-1309</a> shall be reduced to writing and shall contain the explicit <span class="dictionary">findings</span> of <span class="dictionary">fact</span> and conclusions of <span class="dictionary">law</span> upon which the <span class="dictionary">Department</span>&#x2019;s decision is based. Certified copies of the written decision shall be delivered or mailed by certified mail to the parties affected by it. Failure to comply with the provisions of this section shall render such decision invalid.</p></section></text><history>1971, Ex.
