						<section><p>The Commission, on <span class="dictionary">hearing</span> of all complaints, proceedings, contests or controversies, in which it shall be called upon to decide or render <span class="dictionary">judgment</span> in its capacity as a <span class="dictionary">court</span> of record, shall observe and administer the common and <span class="dictionary">statute</span> <span class="dictionary">law</span> rules of <span class="dictionary">evidence</span> as observed and administered by the <span class="dictionary">courts</span> of the Commonwealth.</p></section></text><history>Code 1950, &#xA7; 12-57; 1971, Ex.
