						<section><p>No <span class="dictionary">transfer</span> of any <span class="dictionary">franchise</span> granted under this article shall occur without the prior consent of the <span class="dictionary">locality</span>, provided that such <span class="dictionary">locality</span> shall not unreasonably withhold, delay, or condition such consent. No <span class="dictionary">transfer</span> shall be made to a person, group of persons or affiliate that is not legally, technically, and financially qualified to operate the <span class="dictionary">cable system</span> and satisfy the <span class="dictionary">franchise</span> obligations.</p></section></text><history>2006, cc. 73, 76.</history><metadata></metadata></law>
