						<section><p>The <span class="dictionary">City</span> of Richmond or any <span class="dictionary">locality</span> that is the owner of a water and sewer system and that has a population density of 200 persons per square mile or less, and the <span class="dictionary">Towns</span> of Altavista and Louisa, by <span class="dictionary">ordinance</span> may develop criteria for providing discounted water and sewer fees and charges for low-income, elderly, or disabled customers.</p></section></text><history>2013, cc. 361, 487; 2014, cc. 387, 514, 796; 2020, c. 149.</history><metadata></metadata></law>
