						<section><p>When a disagreement arises between the counties of Giles, Clarke, Culpeper, Loudoun or Mecklenburg and a municipality as to what regulations should be adopted for the area, and such difference cannot be amicably settled, then after ten days&#x2019; prior written notice by either to the other, either or both parties may <span class="dictionary">petition</span> the <span class="dictionary">circuit</span> <span class="dictionary">court</span> for the <span class="dictionary">county</span> wherein the area or a major part thereof lies to decide what regulations are to be adopted.
