						<section><p>No <span class="dictionary">court</span> proceedings shall be instituted until the governing bodies of the <span class="dictionary">town</span> and <span class="dictionary">county</span> have failed, in the sole <span class="dictionary">opinion</span> of the <span class="dictionary">governing body</span> of the <span class="dictionary">town</span>, to reach an agreement with respect to the proposed <span class="dictionary">city</span>. If the governing bodies reach an agreement, it shall be certified by <span class="dictionary">order</span> of the special <span class="dictionary">court</span> and a grant of <span class="dictionary">city</span> status shall be made upon a <span class="dictionary">finding</span> that the criteria set out in subsection A of &#xA7;&#xA0;<a class="law" title="Hearing and decision by court" href="/15.2-3807/">15.2-3807</a> have been satisfied.</p></section></text><history>1979, c. 85, &#xA7; 15.1-982.2; 1982, c. 181; 1997, c. 587.</history><metadata></metadata></law>
