						<section><p>If it appears from the most recent United States census that a <span class="dictionary">city</span> may not meet the requirements for <span class="dictionary">city</span> status under Article VII, Section 1 of the Constitution of Virginia, the Commission on <span class="dictionary">Local Government</span> shall commence an investigation of the population, <span class="dictionary">assets</span>, liabilities, rights and obligations of such <span class="dictionary">city</span> and certify the <span class="dictionary">findings</span> to the <span class="dictionary">governing body</span>.</p></section></text><history>1971, Ex.
