						<section><p>As used in this chapter, unless the context requires a different meaning:
		&#x201C;Labor trafficking&#x201D;means the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services through the use of force, <span class="dictionary">fraud</span>, or coercion for the purpose of subjection to debt bondage, involuntary servitude, peonage, or slavery.
		&#x201C;Qualifying <span class="dictionary">offense</span>&#x201D;means a <span class="dictionary">conviction</span> or adjudication of delinquency for any attempted, completed, or conspired (i) violation of &#xA7;&#xA0;<a class="law" title="Possession of controlled substances unlawful" href="/18.2-250/">18.2-250</a> or (ii) <span class="dictionary">misdemeanor</span> violation of &#xA7;&#xA0;<a class="law" title="Petit larceny defined; how punished" href="/18.2-96/">18.2-96</a>, <a class="law" title="Unauthorized use of animal, aircraft, vehicle or boat; consent; accessories or accomplices" href="/18.2-102/">18.2-102</a>, or <a class="law" title="Concealing or taking possession of merchandise; altering price tags; transferring goods from one container to another; counseling, etc., another in performance of such acts" href="/18.2-103/">18.2-103</a>; subsection A of &#xA7;&#xA0;<a class="law" title="Receiving, etc., stolen goods" href="/18.2-108/">18.2-108</a>; &#xA7;&#xA0;<a class="law" title="Larceny with intent to sell or distribute; sale of stolen property; penalty" href="/18.2-108.01/">18.2-108.01</a>, <a class="law" title="Failure of bailee to return animal, aircraft, vehicle or boat" href="/18.2-117/">18.2-117</a>, <a class="law" title="Fraudulent conversion or removal of leased personal property" href="/18.2-118/">18.2-118</a>, <a class="law" title="Trespass after having been forbidden to do so; penalties" href="/18.2-119/">18.2-119</a>, <a class="law" title="Injuring, etc., any property, monument, etc" href="/18.2-137/">18.2-137</a>, <a class="law" title="Breaking, injuring, defacing, destroying, or preventing the operation of vehicle, aircraft, boat, or vessel; penalties" href="/18.2-146/">18.2-146</a>, <a class="law" title="Entering or setting in motion, vehicle, aircraft, boat, locomotive or rolling stock of railroad; exceptions" href="/18.2-147/">18.2-147</a>, <a class="law" title="Trespassing on public transportation; penalty" href="/18.2-160.2/">18.2-160.2</a>, <a class="law" title="Having in possession forged coin or bank notes" href="/18.2-173/">18.2-173</a>, <a class="law" title="Obtaining money or signature, etc., by false pretense" href="/18.2-178/">18.2-178</a>, <a class="law" title="Issuing bad checks, etc., larceny" href="/18.2-181/">18.2-181</a>, or <a class="law" title="False statements or failure to disclose material facts in order to obtain aid or benefits under any local, state or federal housing assistance program" href="/18.2-186.2/">18.2-186.2</a>; subdivision B 1 of &#xA7;&#xA0;<a class="law" title="Identity theft; penalty; restitution; victim assistance" href="/18.2-186.3/">18.2-186.3</a>; &#xA7;&#xA0;<a class="law" title="Credit card fraud; conspiracy; penalties" href="/18.2-195/">18.2-195</a>, <a class="law" title="Criminally receiving goods and services fraudulently obtained" href="/18.2-197/">18.2-197</a>, <a class="law" title="Procuring an animal, aircraft, vehicle or boat with intent to defraud" href="/18.2-206/">18.2-206</a>, <a class="law" title="Certain premises deemed common nuisance; penalty" href="/18.2-258/">18.2-258</a>, <a class="law" title="Persons under age 21 driving after illegally consuming alcohol; penalty" href="/18.2-266.1/">18.2-266.1</a>,<a class="law" title="Prostitution; commercial sexual conduct; penalties" href="/18.2-346/">18.2-346</a>, <a class="law" title="Keeping, residing in, or frequenting a bawdy place; &quot;bawdy place&quot; defined; penalty" href="/18.2-347/">18.2-347</a>, <a class="law" title="Using vehicles to promote prostitution or unlawful sexual intercourse; penalty" href="/18.2-349/">18.2-349</a>, <a class="law" title="Intoxication in public; penalty; transportation of public inebriates to detoxification center" href="/18.2-388/">18.2-388</a>, <a class="law" title="Disorderly conduct in public places" href="/18.2-415/">18.2-415</a>, <a class="law" title="Driving without license prohibited; penalties" href="/46.2-300/">46.2-300</a>, or <a class="law" title="Driving while license, permit, or privilege to drive suspended or revoked" href="/46.2-301/">46.2-301</a>; or subdivision A 1, 2, or 3 of &#xA7;&#xA0;<a class="law" title="Unlawful acts enumerated" href="/46.2-346/">46.2-346</a>.
		&#x201C;Sex trafficking&#x201D;means the recruitment, harboring, transportation, provision, obtaining, patronizing, or soliciting of a person for the purpose of a commercial sex act that is induced by force, <span class="dictionary">fraud</span>, or coercion or in which the person induced to perform such act has not attained 18 years of age.
		&#x201C;Victim of humantrafficking&#x201D;means any person subjected to an act or the practice of labor trafficking or sex trafficking, regardless of whether any other person has been charged or convicted of an <span class="dictionary">offense</span> related to the labor trafficking or sex trafficking of such person.</p></section></text><history>2021, Sp.
