						<section><p>In determining the award of any <span class="dictionary">contract</span> for coal to be purchased for use in state facilities with state funds, the Department of General <span class="dictionary">Services</span> shall procure using competitive <span class="dictionary">sealed</span> bidding and shall award to the lowest responsive and <span class="dictionary">responsible bidder</span> offering coal mined in Virginia so long as its bid price is not more than four percent greater than the bid price of the low responsive and <span class="dictionary">responsible bidder</span> offering coal mined elsewhere.</p></section></text><history>1987, cc. 81, 91, &#xA7; 11-47.1; 2001, c. 844.</history><metadata></metadata></law>
