						<section id="A"><p><span class="prefix-number">A.</span> No person shall open, operate, or conduct any <span class="dictionary">postsecondary school</span> in the Commonwealth without certification to operate such <span class="dictionary">postsecondary school</span> issued by the <span class="dictionary">Council</span>. The <span class="dictionary">Council</span> shall certify those <span class="dictionary">postsecondary schools</span> in compliance with <span class="dictionary">Council</span> regulations issued pursuant to this article. <a id="paragraph-240071" class="section-permalink" href="https://vacode.org/23.1-217/#A"><i class="fa fa-link"/></a></p></section>
