						<section><p>Before the time to open the polls, each <span class="dictionary">electoral board</span> shall ensure that the <span class="dictionary">general registrar</span> has the voting and counting equipment and all necessary furniture and <span class="dictionary">materials</span> at the <span class="dictionary">polling places</span>, with counters on the voting or counting devices set at zero (000), and otherwise in good and proper <span class="dictionary">order</span> for use at the <span class="dictionary">election</span>.
