						<section><p>The <span class="dictionary">board</span> shall annually elect from its membership a chairman and such other <span class="dictionary">officers</span> as it deems necessary for terms of one year. For the conduct of any <span class="dictionary">hearing</span> and the taking of any action, a quorum shall be not less than three members of a five-member <span class="dictionary">board</span> nor less than four members of a seven-member <span class="dictionary">board</span>. The <span class="dictionary">board</span> may make, alter, and rescind rules and forms for its procedures, provided they are consistent with state <span class="dictionary">law</span> and local <span class="dictionary">ordinances</span>. The <span class="dictionary">board</span> shall keep a full public record of its proceedings and shall submit a report of its activities to the local governing body at least once each year.
