						<section><p>For the conduct of any wetlands board <span class="dictionary">hearing</span> and the taking of any action, a quorum shall be not less than three members of a five-member board nor less than four members of a seven-member board. The board may make, alter, and rescind rules and forms for its procedures, provided they are consistent with state <span class="dictionary">law</span> and local <span class="dictionary">ordinances</span>. The board shall keep a full public record of its proceedings and shall submit a report of its activities to the local governing body at least once each year. The board shall forward a copy of each report to the <span class="dictionary">Commission</span>.</p></section></text><history>1992, c. 836.</history><metadata></metadata></law>
