						<section><p>Each member of the Virginia <span class="dictionary">sheep</span> industry who has sold one or more <span class="dictionary">sheep</span> or 50 or more pounds of wool within the Commonwealth in the year preceding any <span class="dictionary">referendum</span> shall be eligible to vote in the <span class="dictionary">referendum</span>, provided that he certifies that he has conducted such sale. Any person who meets the requirements of this section shall be eligible to vote provided that they are a resident of the Commonwealth or qualified to do business in the Commonwealth.
