						<section><p>Decisions of the <span class="dictionary">Commissioner</span> may be appealed by persons aggrieved to the <span class="dictionary">Board</span> and thereafter to the <span class="dictionary">circuit</span> <span class="dictionary">court</span> in accordance with the Administrative Process Act (&#xA7;&#xA0;<a class="law" title="Short title; purpose" href="/2.2-4000/">2.2-4000</a> et seq.).
