						<section><p>Commencing any <span class="dictionary">project</span> without a <span class="dictionary">certificate</span> or registration required by this article shall constitute grounds for refusing to <span class="dictionary">issue</span> a license for such <span class="dictionary">project</span>. <span class="dictionary">Persons</span> commencing any <span class="dictionary">project</span> without a <span class="dictionary">certificate</span> or registration as required by this article shall be subject to the penalties set forth in &#xA7;&#xA7;&#xA0;<a class="law" title="Penalties, injunctions, civil penalties and charges for violations" href="/32.1-27/">32.1-27</a> and <a class="law" title="Additional civil penalty or appointment of a receiver" href="/32.1-27.1/">32.1-27.1</a>.</p></section></text><history>1982, c. 388; 2009, c. 175; 2020, c. 1271.</history><metadata></metadata></law>
