						<section><p>A <span class="dictionary">private review agent</span> may not conduct <span class="dictionary">utilization reviews</span> in the Commonwealth unless the <span class="dictionary">Department</span> has granted the <span class="dictionary">private review agent</span> a <span class="dictionary">certificate of registration</span>. The <span class="dictionary">Department</span> shall <span class="dictionary">issue</span> a <span class="dictionary">certificate of registration</span> to an applicant that has met the minimum standards required by this article and applicable regulations of the <span class="dictionary">Department</span>.
