						<section><p>The General Assembly finds that there is a compelling public need to provide a balanced multimodal transportation system that enhances the service capabilities of passenger and freight rail, <span class="dictionary">public transportation</span>, <span class="dictionary">highways</span>, aviation, and ports and that it is in the public interest to ensure that passenger and freight rail and <span class="dictionary">public transportation</span> are full participants in that multimodal system to reduce energy consumption, congestion, and air pollution; to enhance the environment; to support economic development; and to ensure the efficient movement of goods and people. Accordingly, the General Assembly finds that this chapter is necessary for the public convenience, safety, and welfare.</p></section></text><history>1992, c. 167, &#xA7; 33.1-391.1; 2014, c. 805.</history><metadata></metadata></law>
