						<section><p>The <span class="dictionary">Department</span> of Environmental Quality shall operate a program to subsidize repairs of <span class="dictionary">vehicles</span> identified by <span class="dictionary">on-road testing</span> pursuant to &#xA7;&#xA0;<a class="law" title="On-road testing of motor vehicle emissions; authority to adopt regulations; civil charges" href="/46.2-1178.1/">46.2-1178.1</a> that fail to meet emissions standards established by the <span class="dictionary">Board</span> when the <span class="dictionary">owner</span> of the <span class="dictionary">vehicle</span> is financially unable to have the <span class="dictionary">vehicle</span> repaired. The costs of implementing and operating such program shall be borne by the <span class="dictionary">Vehicle</span> Emissions Inspection Program Fund. The <span class="dictionary">Board</span> shall, in connection with such program, establish by regulation such standards, criteria, and procedures as the <span class="dictionary">Board</span> shall deem necessary or convenient.</p></section></text><history>2002, c. 710.</history><metadata></metadata></law>
