						<section><p>The <span class="dictionary">owner</span> of a <span class="dictionary">vehicle</span>, or his duly authorized <span class="dictionary">attorney-in-<span class="dictionary">fact</span></span>, shall apply for a certificate of title in the name of the <span class="dictionary">owner</span> on appropriate forms prescribed and furnished by the <span class="dictionary">Commissioner</span>. Officers and employees of the <span class="dictionary">Department</span> are vested with the authority to administer <span class="dictionary">oaths</span> and take acknowledgments and <span class="dictionary">affidavits</span> incidental to the administration and enforcement of this section and all other <span class="dictionary">laws</span> relating to the operation of <span class="dictionary">motor vehicles</span>, the collection and refunding of taxes levied on motor fuels and sales and use tax, for which services they shall receive no compensation.</p></section></text><history>Code 1950, &#xA7; 46-49; 1958, c. 541, &#xA7; 46.1-51; 1972, cc. 301, 378; 1989, c. 727.</history><metadata></metadata></law>
